Why are you running low on resources with what you are playing now? Shouldn't the question be is "how to sustain my resource with X character/race"?
I am sure if you go Argonian you will not be good at it. It will not be the fix you want. Is really having a every 45 sec refill that much big a deal? I don't know, so I am asking. I only do PvE so I don't know if it is or not.

So you think that argonians are better than a magicka high elf, an stamina orc, and a stamina redguard? The resourceful passive is cool but keep in mind that is every 45 seconds, and no, no one will ever use potion cooldown enchantment

The rest of us who are not power gamers have plenty of reasons for not playing argonians. Those reasons range from a simple "I don't want to" to "that doesn't fit the character I intend to role play."

Misread, sounded to me like you were arguing that Argonians were not for min-max players.
