Just maybe 10 players that spam light attack or heavy lightning attacks or do some other absolutely useless things.
I guess people just don't know @Fasold666 anymore and feel any tank is now absolutely overperfoming because they can't kill it, well guess what that's what a tank is intended to do, staying alive even vs a huge number of opponents.
Sadly this crying from players that don't understand that there is nothing unbalanced about builds that can stay alive vs their "oh so God like Nightblade skills" gave us some stupid, unneeded nerfs, but yeah keep on complaining about exploits or cheat engine when in fact you get so heavily outplayed that you should never talk about it.

I don't really see the problem. One guy standing around absorbing damage isn't going to be taking resources or keeps, or killing enemy players. There's no "advantage" here, and the only exploit is exploiting the stubbornness of a bunch of players who would be better serving their alliance by moving on to something that earns AP.
You are not getting the point.
Enter Cyrodiil 1 single time and watch your allied forces movements. They will ALWAYS focus on what they see. if there is an enemy, they will chase them and try to kill them forever. This way, those tanks can be the greatest weapon on the battlefield, as they can deny all reinforcements to a keep and even win every siege fight to their alliance.
Tanks are, the strongest role in ESO and this is not only proven by this scenario, but also in any battleground objective. The art is, that in order to win, you must not even kill your enemies yourself.
The amount of tankiness that can be achieve in this game has been completely over the top since its release and it's getting worse and worse every patch. And these are just the full turtle tanks.
Any Stamina build can be almost immortal, while still one shotting you.

As I stated many times, since update 19 there is a build or even more than one build that allow the tank to survive 20+ good players.

Something is clearly OP in their tanking.
A group of 20 can have nearly 100% uptime for most debuffs in the game (defile, mag + stam + ult cost poisons, vulnerability, fraction, breach, there is even stuff that usually nobody uses like minor mangle from pulsar). If there is an 'immortal' tank just ignore him for a moment and slot some skills specifically to counter him. If the tank uses absorb magic then players should stop attacking him with light attacks from staves, since that would do more harm than good.
On top of that: wait for the tank to use his potion (--> beware immovability) or ult (often spell wall). After it expired, use negate + fossilize (or another unblockable cc) + ult dump and you have a dead tank. Now if you can show me a video where a group of players does that (plus the additional sieges!) and the tank still survives, then you could make an actual argument that something is broken.

Since update 19 I have noticed many occasions in which player tanks in PVP got to near immortal state(PC EU Vivec).
20+ players were not able to kill a tank, several times even when using siege against him.
The tank just blocked all damage and used the psijic skill line ability meditate while taking damage.
The players did interrupt the meditate.
While meditate is powerful this is not the main issue and something(set/passive ability/other) is bugged/broken.
It wasn't just one occasion/one player, there were several players exploiting it.
I believe there is a broken set and/or abilities that should be fixed.
Hist bark used to give 100% dodge chance until ZOS fixed it, maybe now there is other set which provide great boost to tanks.
If you noticed it too, please report the exploiters to ZOS and if you know what sets and/or broken abilities they were using, report it too.
No player should be able to hold off 20+ players forever, something is clearly broken.
Sorry op, but you are clearly missing the point. Numbers or cp level should never dictate the outcome of a fight especially against a good tank. If the 20 people are not using the proper counters and are just spamming abilities then no they should never be able to kill the tank. Learn the counters and you will find they go down pretty easy.

Exactly, the tank did exactly what he/she set out to do. Become a distraction for 10 minutes while their teammates was taking the keep, resource, etc. Heck, I can figure that out and I don’t even PVP

well it is a learn to play issue go into pvp with one of these builds and watch your stamina it melts against 20+ ppl hitting you with poisons and aoe. once your out your dead. either your teammates didnt have the slightest clue what they were doing and trying to hit him with single target knowing that with shuffle on top of histbark it wasnt gonna work or something. so yea it is a learn to play issue right there. and that arguement is constructive cause your trying to get something nerfed that doesnt need it when you can get better and overcome it.

You can see and direct groups to do what is right.

Nerfs are not always bad if they are done right.
