Or make it that siege stays in inventory while in overland, but when you go into pve or places like IC where siege can't be used it goes into the bag. That would make it somewhat balanced while still being useful.
Also allowing siege to stack would help everyone

Siege can't stack, sadly, because each piece has it's own health pool. It's a design choice I get.

The reason is balance in Siege fights. At the moment, if you are attacking a keep, you are limited by how many players have siege, the amount of siege they have in total, and the siege limit itself. Defenders have an advantage in the sense they have unlimited siege whilst their merchant is alive, but are at a huge disadvantage because once the attackers are on the inside of the Keep, it becomes near impossible to set up forward camps, and reinforcements have a hard time getting back in.
There comes a point in some fights where if the defenders can hold out long enough, the attackers run out of seige and they either need to back off in order to take a resource, go back to the nearest seige merchant, or give up altogether. This, along with the 5min cooldown on Forward Camps, creates waves of attack; natural pauses in fights where defenders have a chance to regroup and repair. If seige stacked and players could carry hundreds of siege then you wouldn’t get this. Attackers could keep plugging away no matter how long it takes, and win every time simply by attrition alone. It would especially take the risk/reward out of goind deep behind enemy line to take a Keep, and make defending a keep when you are outnumbered neigh on impossible.
