Nobody really uses impulse - the final skill in the destruction staff tree - anymore. It used to be good, but it's had too many changes and is now less powerful than any other ability in its class.
I would like to suggest changing impulse and its morphs to a single target execute - style ability with varying effects based on staff type. Currently all stamina based weapons (minus shield) have some manner of execute, while many magicka characters are left wanting.
So I would like to suggest the following:
Impulse
Channel a beam of elemental energy at tee target for 3 seconds. Deals up to 300% additional damage against enemies below 50% health.
Morph: pulsar
Gains an additional effect based on your staff type:
fire: deals 25% additional damage to burning enemies.
lightning: 75% of the damage dealt is also dealt to all enemies within 5m of the target.
frost: while channeling you gain major protection and immunity to interrupts and control effects.
Morph: elemental ring
While channeling you are surrounded by a ring of elemental energy that damages and knocks back enemies who enter it.
