While not technically speaking "unpopular", often overlooked or underrated. I don't PvP much but I'd imagine that this set would work wonders on a Templar healer there, too.

Not many classes have innate access to Major Savagery, but do have access to Major Brutality. This set serves as an easy way to get both buffs permanently up (assuming an innate ay to get Major Brutality), for when Weapon Damage pots aren't required. Not an optimal set by far, but works well for instances where you'd rather save your fancy pots and use trash pots instead.

Kag's is a really nice set for pvp and the extra health is nice for leveling undaunted on new vet characters. Lots of end bosses have 1 shots if you have low health and most of us have low health until we get those undaunted passives.

This thread has been really interesting reading, I hope it stays active.

I wonder if withered hand isn't underrated in VMA or on some tank builds in group dungeons where there almost always mobs dying.

5-piece - When an enemy within 28 meters dies, heal for 1290 Health and gain 1290 Magicka. This effect can occur once every 3 seconds

Once upon a time people said it would be amazing, but it seems to have been forgotten.

I used vengeance leech a lot back in the day for grinding mobs without repairing armor or wasting potions. It's similar but also gives stamina

Destruction mastery. Good balance of stats and a ton of magic with out losing too much of the other stats.

Destruction Mastery has a fatal flaw, however... Where are the staves for this set?

you are now guaranteed to get a set weapon for Healer's Habit, Destruction Mastery, Archer's Mind and Footman's Fortune from both normal and vet DSA, and they are "smart" drops, so you with never get a bow of Destruction Mastery or a ice staff of Archer's Mind, so they are really easy to get, i have a couple of inferno staffs and lightning staffs sitting in my inventory, even though i use the lightning Destructive Impact front bar/crushing wall on my sorc, the only toon i have the set on.

Iceheart is actually really nice. Compared to grothdarr in PvE, you can get a really nice uptime with it if you're not taking immediate damage. You can preserve it with your own damage shield. Very good for flawles conquerer. I also like using it in vet dungeons on my Warden to proc Maim on the trash mobs more often.

    Swamp Raider.

It's not as good in PvE as a pure damage set like Hunding's or Briarheart, but it's still pretty good. It procs on a much wider range of effects than the tooltip would lead you to believe, to the point where any stamina build can keep it procced close to 100% fairly easily.

And it can make for some nasty PvP builds. That's a big damage buff to Lethal Arrow, Poison Inject, Acid Spray, Spectral Bow, Killer's Blade, Incap, etc.

Combine swamp raider on a stamdk with morag tong - all of your poisons (even alchemical poisons, poison enchants, and monster set poison procs) deal 10% more damage, and you can use flames of oblivion for major savagery while slotted, it scales with highest stat (stamina/weapon damage in this case), and deals magic damage to keep swamp raider procced. Boosts venemous claw, noxious breath, corrosive armor, poison injection, acid spray, acid barrage, spawn of mephala, etc.

While Flames of Oblivion does indeed proc Swamp Raider, it's not necessary to proc it. Swamp Raider procs off of ... well, just about every proc set effect in the game as far as I can tell. Sunderflame, Viper, Red Mountain, Selene, Velidreth, Stormfist, Kra'gh, etc. It's up 90-100% on just about any stam build using a monster set.

My first VR16 set was Kag. I still have it, too. This was when IC was released, when VR16 was new, and Julianos did not yet exist. Kag had just been buffed by adding spell damage to the 5p, and it was the best crafted magicka set available.

And as I mentioned earlier, I prefer Kag on lowbie accounts, and it's what I used when my EU account hit CP160. I used 5p Destruction Mastery, 5p Kag, and 1p monster. It's extremely accessible and requires virtually no farming (since DM can be bought cheaply from stores, and Kag is craftable--just had to ask around for a crafter to help me out--leaving only the 1p, which was easily acquired by spending some keys from normal pledges).

The reason why Kag works so well for lowbies is that
    1. Low-CP accounts have lower health (due to not having reached the cap for the CP health bonus reached at 100 red CP spent) and less mitigation, so the health bonus on Kag is very useful.
    2. Low-CP accounts need more resource sustain. Not just because of the weaker green tree, but because their damage-per-resource is lower so they need more resources to do the same amount of damage. For example, an enemy that might take two weaves of a spammable to kill for a maxed character might instead take three weaves to kill for a character with lower CP, which means more resources spent to kill that enemy. So the regen bonus on Kag is pretty useful here.
    3. One of the main differences between Julianos and Kag is that Julianos has two crit chance bonuses. Low CP characters don't have a lot of points to spend in Elfborn to fully capitalize on that crit chance.

Rolling heavy Kagrenac on my PVP templar healer, which I'm also using in exact same gear (S&B + Resto) for PVE, it works so well I don't even bother to have a duplicate set in other than Impenetrable. I was the only healer last evening in Asylum Sanctorium, for a really noob group needing a lot of resurrects and healing, and it did awesome - so fast picking people up.

    shacklebreaker.

You just can't go wrong with shacklebreaker. I don't know why its unpopular, pair it with another damage or sustain set and there you have yourself an easy build to play.

Are you kidding? Everyone uses this set in PvP.
I think you mistake this set with seventh legion.

I do ask all my friends about their gear, and I can say shacklebreaker is not that popular.
