Kagrenac's Hope.
While not technically speaking "unpopular", often overlooked or underrated. Rezzing with this set as a Templar healer feels really smooth, and can sometimes make the difference between a wipe or success. I don't PvP much but I'd imagine that this set would work wonders on a Templar healer there, too.

Not many classes have innate access to Major Savagery, but do have access to Major Brutality. This set serves as an easy way to get both buffs permanently up (assuming an innate ay to get Major Brutality), for when Weapon Damage pots aren't required. Not an optimal set by far, but works well for instances where you'd rather save your fancy pots and use trash pots instead.

I wonder if withered hand isn't underrated in VMA or on some tank builds in group dungeons where there almost always mobs dying.

It's not as good in PvE as a pure damage set like Hunding's or Briarheart, but it's still pretty good. It procs on a much wider range of effects than the tooltip would lead you to believe, to the point where any stamina build can keep it procced close to 100% fairly easily.
And it can make for some nasty PvP builds. That's a big damage buff to Lethal Arrow, Poison Inject, Acid Spray, Spectral Bow, Killer's Blade, Incap, etc.
Combine swamp raider on a stamdk with morag tong - all of your poisons (even alchemical poisons, poison enchants, and monster set poison procs) deal 10% more damage, and you can use flames of oblivion for major savagery while slotted, it scales with highest stat (stamina/weapon damage in this case), and deals magic damage to keep swamp raider procced. Boosts venemous claw, noxious breath, corrosive armor, poison injection, acid spray, acid barrage, spawn of mephala, etc.

Kag's is a really nice set for pvp and the extra health is nice for leveling undaunted on new vet characters. Lots of end bosses have 1 shots if you have low health and most of us have low health until we get those undaunted passives.

I use Withered Hand for my training armor for leveling up magicka characters. Yep Bahraha's Curse is a good set but only for specific build.Well, the title kind of says it.
