have you noticed delays in other skills triggering (or even not triggering at all)? I'll bet the answer is YES.

This is my suspicion as well. I had the bar swap bug on PTS, and another bug where outfitted weapons would revert to their original style on my screen, but not on other people's screens. (Yes, I did report this!) It left me wondering whether the extra layer of encoding necessary to render the override textures was causing the delay in swapping, and sometimes konking out all together.
I am keeping my ugly old weapon safe from outfitting until this whole thing is sorted out!

We're currently testing a fix for it, and if it passes, we'll include it in Monday's incremental patch. We want to get this resolved as quickly as possible.

Yep. The biggest offenders seem to be from the weapon skill lines. In some cases, I'm pretty sure the ability is firing, and there's simply no animation feedback whatsoever. In other cases, I'm pretty sure the ability never fires.

Somebody suggested lowering texture resolution will lower the weapon swap delay. Tested it, it really does.

WHY THE HELL DOES IT? Are the weapon-textures downloaded on every swap? Is the server counting the pixels? Has someone completely fu**ed up the game?

My post was sarcasm. When they hit sustain with their big arse nerf sledgehammer they said it was to "slow down" dps or something along those lines. DPS was getting too high so that's why they did it. So that's what I was talking about.

I don't think that's related. At least, not in my case. My load screens correlate with Master Merchant and HarvestMap (which, I probably should just uninstall HM, it's nice, but not really that vital.) However, the swap delay is completely addon agnostic.
