This is my suspicion as well. I had the bar swap bug on PTS, and another bug where outfitted weapons would revert to their original style on my screen, but not on other people's screens. (Yes, I did report this!) It left me wondering whether the extra layer of encoding necessary to render the override textures was causing the delay in swapping, and sometimes konking out all together.

Yep. The biggest offenders seem to be from the weapon skill lines. In some cases, I'm pretty sure the ability is firing, and there's simply no animation feedback whatsoever. In other cases, I'm pretty sure the ability never fires.1 -

i doubt that - the character that has the severe issue wears no more outfit then before and my other character has 0 lag...if it was individual costume related it would affect or not affect an individual character if it was server related it would affect all characters no?0 -

The cowardly Wood Elves are best noted for their unwillingness to engage in a face-to-face attack; a Bosmer will strike at you from every side except the front. You won't cross swords with a Bosmer, but you might catch an arrow in the throat. Be wary in forests and jungles, and watch your back.1 -

Unfortunately, it's extremely unlikely. We're still working on fixing the issue, and by time we have something in place and tested, we'll already be prepping for Monday's patch.0 -

We're currently testing a fix for it, and if it passes, we'll include it in Monday's incremental patch. We want to get this resolved as quickly as possible.

My endless hail does that along with rending slashes. The audio cues are all there but my toon simply stands there holding her weapon like nothing happened.

WHY THE HELL DOES IT? Are the weapon-textures downloaded on every swap? Is the server counting the pixels? Has someone completely fu**ed up the game?
Well the last one seems probable.
In my limited knowledge of programming, it makes no sense, but I'm sure it will be fixed "soon™".

i thought the days where you lock animations to framerates and similar things were long gone because they only cause horrible undesired results and break gamesMaybe this is a test to "slow down" combat. Can't nerf regen anymore so let's stop em from bar swappin. That'll slow down dps

Selen67✭So far now I can tell i had horrible problems with bar swapping also. Tried to turn off all addons, graphic settings lowest possible, had cooldown on bar swapping- I earlier could immediatly change my bar to healing, cast a spell without it being yet fully graphically shown and change back. Now i have normally to wait around 1-2s before changing from one bar to other. With this additionally happens quite a lot that I try to put aoe spell with no smart-casting[first hint where would I cast, then again hit the ability bind or left click to confirm], it vanishes like there was something other that stopped it. So instead to just confirm with left click, was doing a light attack.
But! I have just started some quests, and in Glenumbra, during quest A step back in time, after wearing a magic armor that turns me into some man, the problem has stopped. Have just tried swapping and it has NO DELAY, NO COOLDOWN. Didn't try about that aoe casting and confirming as I had to set to smart casting eventually. Will see later after I finish the quest if the problem comes back. There might be some hint for ZOS where to look for the solution or what might be wrong so far. Hope for quick Monday patch for now.
# what I confirmed for now: ofc being someone else works only in some area, when got out severe bars problems got back, after going back to quest area right after it turned me into that guy again there are no problems with bars at all. I would try polymorph outside but don't have anything unlocked from these unfortunately

Just use a polymorph, just did a bargain's end quest and with polymorph on my bars swap instantly No more waiting for this cooldown and bar not swapping right after using one ability and trying to go backbar, at least outside. Will also try going with this on pledges and to piblic dungeon soon. 0

I don't think that's related. At least, not in my case. My load screens correlate with Master Merchant and HarvestMap (which, I probably should just uninstall HM, it's nice, but not really that vital.) However, the swap delay is completely addon agnostic.0 -
