I'm assuming you mean specifically breaking it by bar swapping, not necessarily the inability to attack. Its supposed to be op according to what wrobel said on eso live.

I'm yet to see anyone provide proof of Empowering Chains being broken, I've been using the skill on live for months and haven't had any real issue with it, quite the contrary it's been one of the 3 cornerstones of my mDK (Chains, Fossilize, Flame Lash). So, what's the problem with it?

I have to agree that chains works fine now. I know a while back it used to stop mid cast and do this for minutes at a time never just once. But it does seem to work just fine now.
But destro/resto? really? I'd have to see some video evidence have this not being slaughtered by a decent stamplar. I just cant see how you could possibly deal with the bleed damage and stuns without blocking everything that can be blocked.

I assume now this is used to reverse the healing earth Gore does and vise versa lol. Any set of that caliber shouldn't exist, earth Gore or zaan, speaking from a pvp point of view a proc shouldn't reset a fight, a ultimate should depending on what you use but no 2 piece monster set, like come on. Who comes up with this stuff.

Doubt it, they were still dropping like flies on PTS vs my mDK before the Embers change, gonna test again once it's a bit less buggy. The undodgeable Steel Tornado is also going to hurt them a lot since it counters both of their defensive abilities.
