Nope.
Known motifs are account-wide for the costume system only. To make a costume, you get to select from the collective motif knowledge of all your characters.
There's no change to motif knowledge for crafting purposes ... or how motifs are acquired in the game.
Did they mention anything about synergies >.>

(5 Items) When you activate a synergy, you gain a shadow blessing that increases your Spell Damage by 448 or a lunar blessing that increases your Magicka Recovery by 448 for 30 seconds. You can only have one blessing active at a time.

(5 Items) When you activate a synergy, you create a lunar blessing underneath you for 10 seconds. The blessing grants a damage shield every 2 seconds that absorbs 2399 damage for you and your allies within 8 meters.
This includes combat changes and they are not going to talk about them yet, we will see that in the patchnotes on monday.
They want to make snyergies more responsive and make it so, that each player can activate the samge synergy. So for example, it seems that if I drop lightning splash, all 3 allies will be able to activate it from 1 cast.
But we shall see. I am particulary interested in heavy attack changes.
Hmm, that leads to a question I would have asked if the stream had started on time (I had 1.5 hours available to watch it and it started 1.5 hours late, alas): can you only partially fill in outfit slots so your regular gear is visible in the other slots, and/or can you toggle the outfit skin on and off without having to spend gold to do so? I understand that *changing* the skin costs gold, but it would be nice to have the flexibility to choose what parts of the outfit to display at any given time.

Anyway, here are the relevant news:
- PTS will be out on January 8th(monday) and the actual update will arrive in february.
- 2 new dungeons, 1 located in Stormhaven and the other located between Craglorn and Bankorai.
- Necromancer skin (Worm Wizard)
- Drake pet
- Female Dragon Priest and reanimated Skeleton Dragon as the endbosses of the new dungeons.
- There will be a collectors bundle for these dungeons. (Dragon pet, a new undead horse, exp scrolls etc. and the dungeons) Eso Plus members get access to the dungeons for free.
- Storage collectibles: 8 new collectibles. 4 big ones (chests, with 60 capacity each) and 4 small ones (coffers, with 30 capacity each) (So 360 new slots) Obtainable by master writs, tel var stones and for crowns. You can put all 8 in each of your houses and they are independant from your bank. BUT these chests have the same content in all your houses. You can also rename these collectables, so you always know what's inside of them. Other people can see them, but not interact with them.
- New house: An old dark brotherhood sanctuary.
- More furnishing space is said to come, but they are not specific when.
-Skill Advisor/Level Up Advisor: Help newer players understand combat and abilities (Cute). This advisor can also hand over materials, gold and a low level mount. If Elite players can profit from this, is currently unclear.
- Outfit System: Dye stations will be updated to outfit stations, so will the ones in your house. Each character has outfit slots and they are only available for that particular character. Each piece can be transformed individually and yes, you can make light armor look like heavy armor etc.
If you have for example head, chest and legs of a certain style, you can apply them to these particular parts.
- Transforming armor and weapons costs gold and the cost is dependant on how rare the style is. Base styles cost 100 gold per piece and fancy ones like Telvanni, cost 2000 gold per piece.
- You can dye weapons. And YES you can make a sword look like an axe for example, but not like a staff. Only weapons of the same type can be transformed.
- Styles that you have created, can be saved and applied by a single click.
- You can change the appearance of armor and weapons an infinite number of times (altough it costs gold each time) but you start with a limited amount of sets that you can safe. More can be bought on the crownstore. However, if 1 of your characters knows all styles, all your other characters will know them as well.
- Putting on a costume, will still override the gear you are currently wearing.
- Morag Tong and Imperial styles can be used for free if you possess them.

Also despite the rest of these base game additions, I feel like the two new DLC dungeons will be very cool and the main attraction for me.

No, no, that is NOT what was said, I just watched it.
He said you won't be able to change anything INTO monster sets, as it is only motif based right now (and who would want to do that anyway), but there was no mentioning that outfits won't override the monster sets, which they will do, just like costumes already do.

Just a bit of a shame that it will cost gold. My characters are always broketo create any costume with fancier styles (only ones that have texture resolution and mesh better than Pong) it will cost around 14000 gold
