Are the Fire and Shock Enchantments bugged?

For a while I have noticed that the enchantment damage amount varies from person to person (I do have the Maximum Enchantment). Just last week my fire enchantment was reading 4117, now its at 3952. I see builds online with their enchantment reading 4384 and more. By the way I have an Infuse staff, and the people I have compared it too do as well. Am I missing something?

✭Some classes have passives that buff certain types of damage. For example, as a Sorc, I get more damage from a Lightning glyph than a Flame one. Dunmer have higher fire damge racialy, and DKs also have bonuses to fire damage, I believe. It's likely stuff like that making the difference you are seeing.4 -

SquareSausage✭✭✭✭✭I cant remember tbh but I think I noticed that the glyph strength went down when I removed points from master at arms cp passive in the blue tree. So id imagine Elemental Expert would do the same?

Altmer and Dunmer both have passives to increase elemental damage. Altmer is 4% to all, and dunmer is 7% to fire and 2% to ice and shock.0 -

Master at arms and ele expert will lower the tooltip. The enchant isnt broken as far as I'm aware.0 -
