Account wide and not bankable means you will be able to access them ACCOUT WIDE without having to go to a bank and put them in there. I don't understand what's so hard to understand tbh
Most people here like to freak out before knowing and testing stuff. Have a look at the PvP outrage about the Force Pulse Skill buff Weapon on the item set forum... Sorcs are unkillable and straight up OP now because of that weapon.

Tbf that is a pretty crazy buff in pvp. Sorcs will have a 100% uptime on concussion which is basically even more damage, not to mention chilled and burning. It's a buff that was absolutely not needed.

Yes yes, less smart individuals... yet you can't seem to grasp why people might be a little confused by the way it was explained. Pot, kettle, and all that.

Not 100% uptime. They nerfed concussion duration recently. It also requires you to hit the target and only that target will get consussion.
Doesn't such a thing also trigger CC immunity once you're CCed?
So, a single target they have to remember to use every 5 seconds on the correct target and still requires a hit while other enemies around are still likely to jump on you? Not as overpowered as it seems.
Edit:
In regards to the glyph of shock resistance, doesn't a passive class spell resistance also cover it or does it have to specifically be shock resistance?

So they won't have 100% uptime that you claimed then. You seem to be going back and forth just hoping for something good for somebody else to be taken away.
Why not join them if you can't beat them? As the old saying goes.
Or, why don't you pvp against sorcs and see if they actually use it or it makes such a huge difference, but make sure you take advantage of your new tools also or you're setting yourself up to fail.
In fact, it seems you're counting on your pvp failure already. "He who hesitates is lost" and you have already lost.
Edit:
I'm pretty sure they won't have chilled and burning up the same time also. Do those effects all overwrite each other? Isn't this from "Crushing Shock" when they have the shock staff equipped and not a flame or frost staff so it wouldn't give burning and chilled?

I already play sorc when I'm tired and don't want to try on an actual class that requires any sort of skill. And they DO have 100% uptime when THEY DO DAMAGE.

- Adjusted Elemental status effects, such as Burning or Concussion, so they now scale with your Max Magicka or Max Stamina, in addition to your Spell Damage or Weapon Damage. Their damage has also been adjusted due to this new scaling and should remain relatively unchanged (with an exception to Burning, which now deals approximately double the damage of before).
- Burning now lasts 4 seconds and ticks every 2 seconds, previously lasting 3 seconds and ticking every 1.5 seconds. The total damage ticks remain unchanged.
- Poisoned now deals its total damage over 6 seconds, down from 12 seconds.
- Concussion and Chilled’s secondary effects (Minor Vulnerability and Minor Maim) now last 4 seconds, down from 6 seconds and 5 seconds respectively.
- Summoned pets from abilities and Item Sets now move 10% faster.
- Dodge rolling now grants immunity to immobilizations when it is used while you are silenced.

It's not 100% unless the proc trigger time matches the end duration of concussion and they trigger the skill Crushing Shock at that exact right time. Just by definition it can't be 100% without perfect timing.

So at best, they get 80% uptime,

Sorcs 100% weave crushing shocks at least once before their burst. You forget that in pvp it's all about burst and not about "HURR DURR LOOK AT ME I HAVE 58,64% UPTIME HURRRRRRRRRRRRRRRR". The extra damage you get on that burst (which is already insane on sorcs mind you, 1 shot material on anything with less than like 25k spell resist) is going to be crazy.
So they won't have 100% uptime that you claimed then. You seem to be going back and forth just hoping for something good for somebody else to be taken away.

You are basing your arguments on the fact that sorcs go on offense 100% of the time. While they shield/buff up the item gets the cooldown reduced. If you believe that a single item piece can give concussion, minor maim and a dot along with an infused disease glyph for major defile + extra cp, then you obviously have absolutely no idea what you are talking about and I have no further desire to argue with you. I like my brain cells and I would prefer to keep them.

Hello?
I was just countering mister "1 skill 100% uptime" above.
If they really have multiple ways of applying concussion already for 100% uptime then this weapon won't change anything anyway [snip]
I don't understand what's so hard to understand tbh

The issue was that non-bankable and account-wide are contradictory in terms of currency, as no other in-game currency behaves in this fashion. "Cannot be banked" also implies a limitation for transfer between characters, when it's mainly a lack of necessity because the currency is already account-wide, like Champion Points, and the limitation is related to the cap on the currency (meaning, you can't circumvent the cap by putting more crystals in your bank).
Strangely, if they had omitted "cannot be banked" from the description, it would have been more clear.
Hopes that helps the "less smart individuals".

They do not. In an average duel against a sorc I have about 60% concussion uptime. I also don't have minor maim, burning and definitely not major defile on me for more than say 5-10%.
