Just a thing to clarify on that; The Thalmor in TES Online is not the same faction as the Thalmor we saw in Skyrim. There is 1000 years between these games, after all.

I say the Dumer is far worse, yes the Altmers has racists and troublemakers. They are internal enemies.
Dumers on the other hand practice slavery, they had to free the Argonians to get the rest to support them.
Had they not the Argonians would be an vulnerable southern flank, they would have an open invitation to join the dominion, if refused AD would probably get parts to join them and taken others. Anyway shadowfern would be an Cyrodil like battlefield.
To avoid this is probably an large part of the reason why Agonians joined the pact.

And the things AD did in the shadowfern quest was horrible had no issues killing them.

I'm not going to vote because ZOS intentionally painted each alliance zone's enemy quests to be EVIL and make you hate the other. BUT, if you actually started the game in AD and followed Queen Ayrenn, you would realize that she would NEVER have allowed the activities going on in the other alliances to take place. It is quite clear that the activities in other alliance zones are NOT something she would support and are taking place by leaders outside of her knowledge... most likely by the Veiled Heritance as a means of discrediting her... which is what they are constantly trying to do throughout the game.

Thus, to say all of AD is 'evil' is not correct. That was the great thing Cadwell's Silver/Gold, to be able to see the other alliance perspectives... and as I said, each one has the other alliances resorting to evil things that I don't think any of their perspective leaders would support.

Ebonhart Pact - explain

The EP is ruled by "three wiley demonspawn" that murdered their good friend and then ascended to god-hood. The EP also benefits from non-argonian slavery in their territory. They use necromancy (see delve in Malabal Tor).

The DC uses necromancy (Stonefalls/Bleackrock).

The AD has a lot of elven racists hiding in their ranks. There is a lore book that describes the utility of the non-altmer members of the Dominion based on their utility. Moonsugar trade.

Despite the fact it is my favorite faction. The best faction leader and the most beautiful scenery... The racial superiority of Altmer (even though it is true) being their proud and joy and in your face makes it a little evil. My new main who is an Altmer mag warden is actually DC as he rejected the racist ideas and despite still Loving his queen, he pursued a more cosmopolitan life of Wayrest.

Sure the AD soldiers in Shadowfen where clawless monsters, but I don't beleve that they where following Ayreen's orders. They where most likley rogues who pretended that they were acting "for the dominion", just as what the Veiled Heritage did at the collage in Auridon.
