I agree with you but I think what ish is proposing is potentially a solution. Rather than separate the sewers population completely enable the fighting and actions of people in the sewers to affect the campaign. I think this would yield positive results.

Problem with having ic affect scoring is that only those with the dlc can make a difference there. For that reason, such an idea will not be implemented. It in truth should have never been a dlc. Making it one has only made it a tel var grind area (with the rare small scale but mostly a zerg taking everything) that takes up valuable spots in Cyrodiil population spaces.

ahh this is a fair point. I didn't think of that. But yeah none the less, anyhting more they can do to make cyro more engagin and dynamic is welcome IMO.

This really isn't a problem.
If ZoS was serious about making IC part of the Cyrodiil zone there are a range of simple solutions, for instance simply making IC available for all.

Not integrating IC with overland Cyrodil is why it was dead like 2-3weeks after release. You're literally a detriment to your faction while you're in IC.
