1. What time do the weekly trials reset?
2. If you've started the trial before that time are you still eligible for rewards, or do you need to finish by that time?
3. Is the weekly random, or does it rotate? i.e. can you predict what will be next weeks trial?
4. I see that ESO Leaderboards lists the weekly trial (for PC). Are consoles the same?

Do you know what time on Sunday evening?.. There is a lot of interest from my guild in running at 8:00pm PST Sunday night, and I'm wondering if it will be the new weekly, or if there is time to make the previous weekly.

In the summer, the weekly trial ends at 8 PM EDT. (EDT = Eastern Daylight Time, EST = Eastern Standard Time)
In the winter, the weekly ends at 7PM EST.
Like most computer systems, the ESO servers operate on UTC. The weekly trial ends at 0000 UTC on Monday, and a new weekly trial starts at 1200 UTC each Monday.
What time that translates to locally depends on your time zone and the time of year. So in the summer, when US-Eastern uses EDT, you are using UTC-4, so the weekly ends at 8 PM Sunday night and a new one starts at 8AM Monday morning. During the winter, when US-Eastern is on EST instead of EDT, then you're looking at a UTC offset of -5 hours, so it's 7PM / 7AM.
There is a 12-hour dead zone between the close of the weekly at midnight UTC and the start of the new weekly at noon UTC. Any trial completions during this 12-hour window will not count for either the old nor new weekly.
