Couple of things to check and some feedback on the notes....Thanks for all the work putting this together as always Gina.

    @ZOS_GinaBruno

    About Battlegrounds:
Leaving a Battleground before the match is over will incur a penalty.
This is currently set to block you from queueing for another Battleground for 20 minutes, as well as suppress any AP-earning events.

This means no AP if go to Cyrodiil for TWENTY MINUTES?

And we wont go into the whole, "AP for non Alliance warfare" thing mentioned here.
Alliance affiliation doesn’t matter in this new PVP mode, so feel free to play with or against your friends and foes from Cyrodiil!

    Gear Sets

Does the Defiler and Impregnable Armor sets not have a four piece bonus? (Oh, just realized its an edit problem.)
    Defiler (Medium)
    (2) Weapon Damage
    (3) Weapon Critical(4) Weapon Critical
    (5) When you deal Critical Damage, you have an 8% chance to summon a Hunger that spews poison to all enemies in front of it, dealing 6000 Poison Damage and stunning any enemy hit for 5 seconds. This effect can occur once every 5 seconds.

    Impregnable Armor (All)
    (2) Max Health(3) Max Stamina
    (4) Max Magicka
    (5) Adds 2500 Critical Resistance

    DragonKnight Class
Major Mending is an extremely potent buff category for healing. The ease at which you are able to maintain it creates a system where only extreme damage can kill you because your health bar rapidly swings from near-empty to full. Adjusting the uptime on Igneous Shield’s Major Mending means you will need to think more tactically about when to use your healing abilities. We have made similar changes to other classes with this goal in mind; access to the Major Mending buff is now much rarer.

I keep looking for other classes having a reduction to their access to Major Mending. I only see it slightly mentioned here, and it is not a reduction in time to access, but a power reduction, which can be overcome with a passive change.
With a similar goal to reducing uptime on Major Mending as noted with the Igneous Shield change, Templars having 100% uptime on Major Mending by just standing within their areas of protection is stronger than we’d like and is one of the reasons they are the most desirable healer in endgame situations. We’ve changed the bonus to Minor Mending instead, but have increased the bonus from the Mending passive to compensate slightly.

    Champion Point System revamp
This change is designed to discourage allotting all of your Champion Points into any single star, and should encourage more varied and interesting Champion Point spending.

That.. does not make sense. You are basically encouraging players to spend all their CP spread equally across the board, all players doing the same thing. How does that make it "varied and interesting".
    Monsters
The following critters no longer have any collision:
    Bear Cubs
    Daggerbacks
    Dogs
    Goats
    Pigs
    Sheep

Awe.. man.. no more Shield Charging the bear cubs? Can you add rats to that list?

    Crafting
Adjusted the names and descriptions of the Altmer, Bosmer, and Dunmer motifs and style items to High Elf, Wood Elf, and Dark Elf, to improve consistency with other motifs.

The Imperial homogenization has begun. Mer races are no longer mer.
Sealed Writs no longer automatically offer you their quest the moment you first acquire them. You can still use the Sealed Writ at any time to start the quest.

Best change I have seen yet.. well.. except for this one.. I thought the Dunmer was just poking fun at her.
Fixed an issue where Millenith was referred to as "fffffffMillenith" on certain steps of Crafting Certification. Unrelated, we’ve also removed the cat from the office.

Here are the changes for Siphoning Strikes, and we'll update the patch notes to reflect:
    • Recasting this ability or its morphs early will now always trigger the ending resource restore. The value of this restore is based on the length of time the abilities were active, similar to Rally's heal.
    • Each Light or Heavy Attack from this ability or its morphs will now restore less resources, but the final burst at the end will restore more resources. The total resources restored by this ability will remain roughly the same.

I don't get it, this is a very good buff if you can spam it to get 2k back but if it works like Rally and it restore only 100 Stamina/Magicka if you spam it then it's a *** and useless buff and that skill will be completely replaced by Grim Focus.

Actually I think it is okayish, yes the resource return could be higher but on pts it was so annoying that you lost the whole stam when you recasted it 1 sec too early

So it completely works like Rally? What a shame I enjoyed the animation of that skill so much now in both short and long term Grim Focus is way superior.

If you're using it similarly to how you would in 2.7, it scales linearly and if you're not spamming it you'll get a decent amount of resources back on-demand. The point isn't to spam it.

They serve completely different purposes, focus gives you 10% more regen but siphoning costs ~ 1k restores 1.5k health + a low number of resources and if you recast it you get some more resources, I have to check how big the numbers are but doesn't sound that bad tbh

Minor Berserk and a very good damage ability.

The purpose of both are to give more sustain to be honest, from a PvP aspect I've never used Grim Focus or Siphoning Strikes for anything else besides sustain now I will use Grim Focus as always for sustain and now I will replace it for Mass Hysteria in front bar for way more burst.

For PvE I don't think you need healing at all and 100 Stamina or Magicka is just ridiculous with a heavy attack you get 3-4k resource so basically in 3 seconds you get the same amount than after 40 Light attacks with Siphoning Strikes.

Keeps, Outposts and Resources now have a 5 minute cooldown for granting Alliance Points for capturing; you won’t receive AP for capturing it again until 5 minutes has passed.

@ZOS_GinaBruno @ZOS_JessicaFolsom will be there any visual indication for each keep, outpost and resources in the Cyrodiil map and the game screen (by example, a floating icon with a timer above a keep clearly visible from a very long distance)? How I will know a specific place have it cooldown expired?

FYI - There is no such thing as 'night capping' in a world wide MMO.
FYI - There was no paid Beta. When they launched the game the Beta was over, even if you don't think it was.
    FYI - It's B2P not F2P. There is a difference.
FYI - It doesn't take any player skill to mash keys or buttons in this game. The ones that stay alive longer have the better internet connection and speed.
FYI - The game is not broken, it still works. It just has 'bugs' that need to be fixed.
    Balance is a "Bad" thing.

Example: There were hundreds of Jedi and only two Sith in Star Wars. The Jedi wanted, "Balance in the Force" and they got it. Now there are only two Jedi and two Sith.

    Balance is a "Bad" thing.
