Working as intended.
ESO has no real endgame to speak of. This grind for sharp weapons(vma inferno/md inferno/lightning you get the point) is what is keeping the pve endgame population invested in the game. If you get all the gears you need inside 10 runs what you will do after that? 3 years after release ESO only have 4 trials and 3 of them can be done with boring stack&burn tactics. There is nothing much to do at endgame and ZOS knows that. That's why they'll never re balance the traits or implement token system.

I still don't have one but that's because I stopped playing ESO. Life offers far more valuable experiences than the solo (45-50 minutes a time) vMA grind... To be honest I'm glad, this game ended up as a bitterly perceived time sink. The only thing I miss are the (mostly) wonderful people I met.
Invest those hours wisely people.
