Doesn't necessarily need to be another tier although I think one more couldn't hurt. But, it does need to be harder to reach tiers. I can get tier three in a couple of days sometimes. I'm sure others get it in a session. Pvp rewards are totally messed up. Also it's kind of silly, the only thing that should have a bearing on end of campaign rewards is your overall ranking. Why have rewards tiers and then ranking affect what you get? Especially when tiers are reached so quickly. I mean maybe if say top 10 was tier 4, top 30 tier 3, top 100 tier 2 and everyone else tier 1 or whatever. Idk it just makes little sense now.
