If they lowered the base cost of skills, they wouldn't have to remove cost reduction CPs in the first place. Their fix would be completely useless, wouldn't it?
I think you severely overestimate the actual impact of sets on damage and underestimate the importance of mechanical knowledge and experience.
Furthermore they don't need to communicate their reasoning on the official boards because they already did on ESO Live. We discuss these changes here, that's what message boards are for.

No they didn't. I don't know why people still bring that up here. There was a segment called "hot topics" at the end, Rich mentioned the PAX leak and then continued to explain the reasoning behind that with regard to PvP. Nowhere did they mentioned anything with regard to PvE and the consequences and concerns asked here.
No, the topic was not purely about PvP, it just happened they discussed battlegrounds before this came up. They directly referenced their balancing announcement in homestead patch notes and that this was another step they would take to lower the damage ceiling and get the build system back on track because they want to stick to a game concept where resources and not artificial cooldowns are the limiting factor in DPS.

3. The people I see going on about how this change is great are either sarcastic, or allready well off. This is a class war. The people lawding for the change are the same people yelling incessantly for this game to be harder when they need to go play darksouls again. Apparently they mentioned it on eso live but did not go into detail explaining the real reasoning. We'll have to wait for an official announcement but they are certainly aware of this thread at this point
They actually explained the reasoning in depth. It was never intended that players should be able to only wear damage sets without giving any thought to sustain. With the constant increase in available cost reduction and regen CP this issue became more and more prevalent. They want the overall damage ceiling in PvE to drop significantly to emphasize mechanics as well as cooperative group play and accessibility and explicitly stated they don't want this game to be a competition of who can slot most damage sets and then mash his buttons fastest.
So all this talk about 40K DPS *** of finger-breaking keyboard hacking in "BiS" pure damage gear is exactly what they want to erase from this game.
Making space for well rounded and balanced approaches to character builds.
So basically bb hard mode rakkat.
They made this game all about damage, and not they take it away, absolute crap.
They can simply adjust PvE mechanics accordingly, though I seriously doubt the necessity.

Well, I know "the full story" such as that is when the devs are not communicating with us.
I don't think it's a good change, though for different reasons than you.
I DO the CP system at the moment is too rewarding for cp600+ people. I think with 100 warlord and 100 Mooncalf we have too much cost reduction and sustain, which combine to make DPS PVE builds, in particular, over powered. Because sustain is so easy right now, we ARE slotting only damage sets and hitting very high DPS parses over long fights.
I do not use BiS gear, my gear is not gold, I do not run Vet trials, though I am at the CP cap.
What I DO think should happen is that Warlord and Mooncalf should remain unchanged, but Arcanist and Magician should be swapped for Mighty and Piercing.
Put all the stamina regen and stamina dps in the Thief.
Put all the Magicka regen and damage in The Mage.
This would force people to make decisions between damage or sustain. This would allow people to balance their build to complement their set choices.
Hell, this would even allow people to play around with hybrid builds properly.
I don't disagree with what ZoS are attempting to do.
I disagree with how they have chosen to do it.

You know how many changes this game has gone through since launch in which people said, if this change goes through I will quit and the game will be dead????? Been happening since launch bro. Sure some will leave, some will come back and we all move on. The game will not die because of this. People just like to yell about how the game will die etc etc because they think it helps their argument as to why the change should not go theough.

If there is no compensation to the base cost of all abilities, this is the dumbest change since Greedo shoots first.
You're reducing the list of races that are viable for certain classes. You're artificially increasing the difficulty of old hat content for new players (VMA, vDSA, Trials, ROM, COS). And you've managed to have a 25 page thread created informing you of how bad an idea this is.
I struggle beating VMA with under 100 deaths; I'm a way better healer than I am a DPS, so this isn't the most exciting news.
I was kinda excited for Morrowind. Now, not so much. You had a good thing going with this One Tamriel thing and now you're trying real hard to muck that up lol
