Yep, Playing on EU server from china. 300 ms ping is a good day (usualy 350-500ms). Not fun.
Especially animations are later than the actual situation, the red zone is already here but not on your screen, same for dungeon boss animation. Pvp depends on days.
Mainly have troubles for the last vma boss, when it hits 450+ms, becomes hard to avoid mistakes.

VMA is tricky I tend to die from invisible attacks and aoe more than I like.
I've learnt to deal with it and just accept that sometimes ping makes blocking or dodging impossible, but mostly it's all good.
I'm more annoyed with skills and weapon swap not firing screwing my rotation and dps.
Short answer. You can't. But alas, don't fret. For I come from a very, very long journey. Just to give you a solution. To look up your ping! No, I'm not a sales person. I don't represent, nor do I endorse them. But I use it all the time. I however used it to ping EU servers when I in Cyrodiil. (Everyday)
However, please note. This is a third party. It is also an app. I'm unsure if it works on android mobile devices. But it works on iOS devices. For example my Ipad. It originally cost $10 originally. But price went down later. It is worth every penny however. I love it.
In the Apple App store (IOS) There is an app called, Net Analyzer. Net Analyzer, has so many awesome tools. All in one! For example Trace route, port checker, speed test and last, but not the least, ping checker! How awesome is that? Especially for us on PS4!
If you are on NA. I'm unable to help with ping. Eventhough the PS4 NA servers are listed. I believe it not accurate. Some reason everytime I try to ping NA server. With this app (including PC) The PS4 NA server won't register the ping. Alas if you are on EU. The server does work and your able to ping that seuwith this trusty Net Analyzer!
Here is where all the magic happens. In which my Proud Uncle Sheogorath, is waiting for you to try. So if you have an iOS device. Open up, Net Analyzer. Once it open up. There will be options on left side. For now. Click on TOOLS section. This is where the starred and history section's are.
On top of tools section. There are 2 choices. The left will have a trash icon (delete). The one on the right has a + (add) simple right? Since at first you won't have anything. But all is well. (You can really tell I love this app and fully recommend it for those with ios. Hopefully android devices have it to)
So push the one with the + (add) on top right in tools section. You will then enter in a new page called Query. It gives us 5 different tabs. But the one tab we will concentrate is the ping. But first before we ping ESO PS4 EU server (only one that works and I'm on EU server)
We must add Domain Name/ IP adress. On top where it left blank. Before you started. So the ESO EU, IP Adress is. 195.122.154.1 So put this IP to ESO EU servers in the Domain/IP adress. Then Click on tab where it says ping. If it not there already. Then on top right. Click start.
Once you click start. You will go on different section. Called Ping. It will continue to test your ping. Unless you stop it. By going to different apps. Or shut power off. Or the stop section lol. But if you do stop the ping test. You can always restart the test. It say start.
So I just tested my ping to ESO PS4 EU server. (Since only serve that can be able to ping and I play EU server) So I'm getting between 190.7ms - 228.8ms to PS4 EU server. Since I am from United States. Since I enjoy playing on EU server while from United States. I will get high ping. (Oddly, Google server is reaching 108.5 ms ping lol. Eventhough Google serever located in United States)
Also. I forgot to mention, after you ping the EU server. You have an option on top left cornee. Looks like a piece of paper. With an arrow on top. Located by Querry. Click on that. It optional though. gives you many choices. I won't go in detail. But your able to print your ping and or save it somewhere.
Also what best about the ping. While your pinging to a certain serever it will give you the country of orgin on where your pinging! How neat is that? I'm unsure if I am able to help you though. Hopefully others I will help. Least for those on ESO EU server, whom also have iOS devices. I'm unsure about android.
I also learned that by doing trace route to ESO EU servers, the servers are located in Germany.

Word of warning. I'm wrong about being PS4 server. Thought it was till double checked on support. I however believe all platforms share the same servers. Since it has not been updated since last year. But I believe these pings are accurate to best of my knowledge.
OMG I thought ESO would be unplayable with 300 Ping. I live in germany, so the EU server is kinda around the corner and I get like 70-90 ping. But when it gets only a little higher than 100, you would think you have around 500, the lag then gets really strong. Would likely know if this strange thing only happens to me.

250ms is about as low as I go but most of the time it's around 300-350, anything higher normally means I'm in for a boot from the server or I'll just be dead with no real indication as to why, apart from the death screen of course.
I do need to upgrade my processor and GPU but this is the only game I play online atm so I'm not spending money as it may prove to make little difference.
It has been more consistent of late but I still don't bother with CoS or VMA , CoS in particular gets me to rage-quit point with its mechanics and I haven't even tried VMA if only just to save my sanity.
Tried a couple of vpn - booster applications but the data still has flow through the same pipes from NZ to elsewhere so it doesn't make a whole lot of difference.
