Unfortunately, tracert isn't that good to diagnose this issue. My tracert also times out. yet I'm logged in and playing anyway.

3 had a fiber line cut in the 4th of March down in Texas where ZOS servers are. They had to dig and fix/replace the fiber that was severed. It's not completely fixed yet and probably won't be until tommorow or early Tuesday. It's a huge undertaking the required working with other utility companies, city officials, state officials, contractors to do the digging,. And network engineers. It's being fixed, just give them some time.
The error 200 message is because the route your packets now have to take due to that fiber line being cut is saturated which is why using a VPN (which changes the route of your packets) fixed it.
