My guess is that is a magicka version of 1hand/shield and defensive in nature. So maybe yes.0 -

✭Awesome! Now magic users will have a legit access to two piece monster sets and two set bonuses instead of just having to go dw with no skill line benefit....
Oh wait, they complained about monster sets so hard that Zo$ nerfed them into the ground and to the point of almost uselessness.

It's absolutely lore.
Not to mention, anything Bethesda decides is lore .... is lore. They're the ones who make the game, after all.

Zadarri, Khajiit Fist of Thalmor: The thing was done, as commanded.
Durza gra-Maghul, Orc blacksmith: The thing was done perfectly, in the most efficient way.
Tegwen, Bosmer troublemaker: You can't prove I didn't do the thing.
Sings-Many-Songs, Argonian fisher: Sure, I'll do the thing... Eventually. Maybe.
Aerindel, Altmer stormcaller: After extensive research, I've come to the conclusion that doing the thing would be a waste of resources.
Liliel, Dunmer pyromancer: Aerindel said I shouldn't do the thing. Something about "resources".
Gyda Snowcaller, Nord cryomancer: I will find a way to do it that won't waste resources and make Aerindel proud of me.
Beatrice Leoriane, Breton vampire: I persuaded someone else into doing the thing. You are welcome, dear.
Sahima, Redguard performer: Doing the thing sounds awfully unpleasant and really not my problem.
Ellaria Valerius, Imperial priestess: I'll pray to the Eight for the thing to be done, if it is Their will.3 -
Sounomi✭✭✭Hate to burst everyone's bubbles, but the icon for the supposed leaked new skill line has been in the game data since at least patch 2.2.3 (Orsinium), so its not anything new at all. Its also located in a folder that has many things that not only have nothing to do with skill lines but aren't even used in the game but have remained there since the early alpha days. Remember when they said you couldn't master all of the crafts? There's still graphics for the interface that had, plus a ton of other stuff that was likely scrapped (like a fancy skyshard collection cube).
This just goes to show that you should take everything that is found in the game files with a grain of salt and don't assume anything til its officially announced.4 -

The trailers for ESO show the elf-woman firing spells from one hand, holding a sword in the other...
This should have been in from the start...it's what spellcrafting was made for...
But we won't get it because "balancing"
