How can I have my ticket addressed, @ZOS_GinaBruno? I am looking forward to spending money on housing and morrowind, but can't pay if I can't play. Please help!

So, you might have just answered your own question. If your system doesn't meet the minimum system requirements, then this is likely what's preventing you from playing. Something could change in any patch that could suddenly make the game unplayable, even if you were able to previously run it on an older machine. Unfortunately, this is the risk you take when using a machine that falls under the requirements needed to run the game.
If there's any question as to what these requirements are, you can find them here: https://help.elderscrollsonline.com/app/answers/detail/a_id/3313/

In what way does your system fall below the minimum requirements?
I'm afraid it's pretty standard in any walk of life for support to be withheld from any user who doesn't meet the necessary requirements for the relevant product or service, that's not something that is just applicable here. That said, if you can detail your system specs it may be possible to suggest a workaround or the cheapest way of upgrading so as to meet the minimum requirements.
+1
Windows 8.1, pi-ma-win-crt-heap-l1-1-0.dll missing error, my system says it has all updates installed, the C++ is up to date, I get no changes from all the update links provided in relation to this ESO problem.
Nothing helps, so far.
This has never happened to me before, but exactly since the yesterday's update, I can't log in anymore. Rebooting, reinstalling components, etc didn't work. Full repair neither.

So, first of all, thank you to @ZOS_GinaBruno for anything you might have done to get support to reply to me even though I didn't meet the requirements. It turns out that my personal "Black Screen Crash" issue had nothing to do with system requirements!
During my personal research over the last 24 hours, I vaguely remembered a post talking about "optional updates" for Windows. When I checked my own computer, even though Windows was "completely up to date," there were still optional updates to be installed. Once I installed these updates, everything worked fine.
Most likely, had my first customer support ticket been addressed, we could have quickly figured this out rather than a lot of frustration on both ends. I have sent copies of both my broken and fixed Game Consultant reports to Support in case that can help them to provide better service in the future. Please do not turn away others who do not meet requirements before checking if they are having the same issue!!! Thank you!

Do you remember what the optional update was, by chance?

After selecting my character I see the Deshaan loading screen but then the ESO logo stops spinning and the loading screen turns black and when I ALT TAB I see the ESO crash report.
I tried repairing the game. Loading the 32 bit or 64 bit client does not change anything. I even changed settings in the user file to no avail. I also changed the settings back to original.
I have a desktop PC with an i5 4570 so integrated graphics driver cannot be a problem as it is disabled due to the fact I use a dedicated graphics card. Meaning I cannot run the Intel graphics driver update as it is not turned on and disabled.
Updated the AMD driver for my R9 380 and even swapped the card for a GTX1060 and used the original NVIDIA CD driver and updated driver.
Windows 7 updates are turned off and I haven't updated anything in the last couple of months. The game worked after Homestead update but the next day I could not get into game anymore. I doubt Windows update will solve this seeing as I did not update anything for the bug to happen. The only update was Homestead but as stated it worked the first time.
Launching using admin mode/ compatibility mode does not solve anything.
I tried to update the DirectX and the other driver and even tried to install the mentioned Windows KB... update but everything was up to date and not updates were needed.
I doubt this is a problem with my computer or software as nothing changed, I did not update anything but suddenly the game just does no start. This would mean that there is a huge bug in the Homestead patch.
Please help me solve this as I wanted to buy some Crowns to buy some clothing but now I have my doubts about spending more money on this game.
Hi,
My humble advice is that you let windows 7 update itself including all the optional
updates. It seems that ZOZ changed something in the program so you need to do
a full update. It is also clear that the dev/tech have not figure out yet which specific
update(s) are needed to get the game running again. My game before the last update
was running for many months without a hitch, other than some bad lagging at times.
Best,

Still not working for me. Tried everything. extremely frustrated and I have the feeling I wont' be returning to the game because of this

Yip seems so for me also.. only card I have left is an upgrade to Windows 10 and hope whatever version I get updates correctly.
My system outperforms all the minimum specs by a long shot. Can play Guild wars 2 and even wow on ultra high settings with 60-70 FPS with 20-30 players and bosses with mobs on screen at the same time so I think the "minimum spec argument" is not the issue. I have even heard of folks playing the game with Alienware i 7 machines with mega GPU's that are not getting that good frame rates in ESO as I was .. kind of makes me wonder where the real issue is here...
Oh and guess who bought a shiny new 27 inch monitor to play ESO with a month ago....
