Perhaps if a player isn't updating their gear and enchants, the level discrepancy is detracting from their actual level and those who don't understand how scaling works are feeling weaker because of those penalties.
At worse you should stay in the same range until level 50 and then go up from there.
But this isnt actually true. For example make a set of gear at level 5 purple it and put it on a level 5 charactet. Look at your stats.
Make the same set of gear at leve 50, purple it and put it on. A level 50 character. Look at your stats.
Your stats are lower on the 50 character.
This is why people feel like they are getting weaker.
Now i understand people feel stronger because maybe they got new stronger skills, or more passives, that makes sense. But from strictly a stat sense, you are getting weaker. Which makes some people feel like they are getting weaker. Since they are.
Many seem to feel that people like i, are using bad gear, not enchanting, wrong CP but at least in my case, i have first tried them on my own, then made research and changed to what supposedly makes me better, applied enchants and so forth, Using skills according to own experimentting and peoples advice.
Currently i am at CP 150 gear all purple quality, 5 sset gladiator, 4 set Ashen grip, this gives best numbers. Stamina enchants on all to give more stamina, all abilities i have use stamina and my stamina is maxed with some on health for slight extra survivability.. All the passives that benefit crit and damage, stamina regen, amount and skill cost etch, Khajit should be pretty good for NB dw. Medium armor with all bonuses, DW with all boonuses. Sharpened purple quality daggers of my level with crushing enchant. Jewellery set i dont remember but they have wweapon damage enchants, all enchants are purple, i have almost 200 CP added to points that aid my build according to their description.
So i have exellent gear, best abilities according to other players and heapload of passives to aid me. I go to bleakrock and slay something they die wwhen applied enough killing.. I make a new NB get same skill at level 10ish, no set gear, no jewellery, no heapload of passives, no good gear, no enchants and i one shot enemies while the higher level character has to really fight and attack seconds compared to one or two shotting..
And people dont get it why i feel weaker? I mean i dont care about my numbers, if i dont look at all on my numbers, i should be pretty much killing these guys at bleakrock at least with same speed but certainly6 not slower if i am stronger.
Weak, kills slowly, dies easy
Strong, Kills faster, survives easier.
The ESO way is Weaker, kill better survive better
Stronger, kill slowly, die faster.
Makes no sense to me.
Also, keep in mind, that we are talking about open world questing here, not dungeon performance.
Also, i recently leveled Sorcerer to 42 with still using same gear i crafted at level 10 exept wweapon which is my own level 2h axe. This character has been getting better when leveling unlike this NB. At these points, the armor being level 10 has made litle difference since i have felt good with this class but the NB is my main and i am concerned of it.

What I'm reading are misunderstandings because people are only looking at numbers and maybe they don't comprehend why certain numbers appears at one level and differ at another.
Here is the full Patch notes but I thought to highlight the part that I believe applies.
I think a context can be understood if players used SCT all along the way and took note to the same NPC but looking at the effects of their level, their gear quality/level and the skill progression and morph in addition to the applied CP passives.
Its a lot to take in but hopefully this comment makes sense of what I'm hoping to communicate.

Gameplay
- Higher level equipment will now display their maximum battle-leveled stats rather than displaying non-battle leveled stats.
- Stat modifiers will now be displayed when spending attribute points while your level is scaled.
people are scaled and then saying they are getting weaker because the scaling is reduced as the progress. its not that you're getting weaker, but that you have to better equip and or progress along the way
Yes the stats may drop but that cause your not being aided as much due to unlocking more skills and stats as you level. But in terms of dmg dealing and what not, you should be able to do more after you get out of the scaled state and start min/maxing

I dont think it is a misunderstanding. I think it is exactly what they are saying. I feel like im getting weaker. While they arent technically, the boost they get is getting weaker. The net effect is at times you feel like you are getting weaker.
Oh heck what do i know maybe people dont know that blue level 25 gear can get you 28k health while the same set golded at max level you might be lucky to get you back to 18k. Yeah it is scaling. I think most people understand that. But it also isnt hard to see why people look at it and feel like they are getting weaker.
Hehe, that puts an april fools joke into my head. ZOS should replace all mobs with rats for characters lvl 1-10.
We all know that's what a hero has to do first, kill rats.

You have to intentionally and artificially gimp your character to have significant challenge in any solo content.
I don't PVP at all, and don't do serious group content until lvl 50.
So in summary, no I don't feel weaker unless I MAKE myself feel weaker by not allocating CP or gimping my gear.

@NewBlacksmurf
Hmm, interesting point. The numbers between 150 and 160 seem so small that i have not bothered with it at all but that could be the problem, i have to craft a new set but first i need to get that missing point so i can craft cp 160 gear
Been concentrating to craftinf only recently so thats why its not as good as it could be.
Thanks for the suggestion.

I'm right there with you @Tapio75 . The stat difference between CP150 and CP160 gear is so minimal, I also have never bothered to upgrade to CP 160 gear because of the insane cost difference vs actual stat gain. If the gear is giving you a minimal increase in stats, I don't see how this tiny difference would make a major issue in OT.

Well, i fully plan to test this as i do have the required materials though i still will only go for purple at this point.. I have my doubts but i will test it and then we will see.

As I noted above, the stat difference when worn between the two are negligible. Even looking at the 'rating' in the character window, CP150 and CP160 both state 'Superior' and have full stars. I don't believe there is some secret 'buff' behind the scenes between CP150 and CP160 making CP160 ultra-superior with hidden stats. They are both made with max level materials, which IMO, means that the stats are what they state.
I think the real problem is in the mid levels. You hit a slump where the enemies just get to doing too much damage too fast, while you can't seem to damage them. Every fight with a pack of throwaway enemies suddenly became a long and drawn out affair where I'd be lucky to just make it out alive.
It just gets too boring to play a lot of the time because every little battle feels like a chore.
I like the system overall, but I think it needs another pass to rectify this.

@ADarklore
Can I offer this suggestion. There are more stats than what appear on the character screen
I'd suggest to look ok at the SCT rather than character stats.
