I believe they "fixed" the 10% speed loss when wielding your weapon. Or maybe fixed isn't the right word, since the change was intentional for the immersions of being slower while wielding your weapon. Which is just a joke of a change and a blatant slap in the face to the health of PvPers.
If you wanted to move at maximum speed under all your speed buffs, you had to sheath your weapon and sprint.

For me it's a resounding no.
My ping is never below 275 (310-320 is average), that combined with the speed increase means targeted attacks constantly miss. When dueling a buddy had the animation and sound go off for incap twice and both missed, took a third time spamming the ult for it to finally connect. I don't even want to try DBoS, that missed people directly infront constantly before the update.
Edit: missed =/ dodged. Didn't use any ultimate but still "triggered" on my side until the server decided I was actually out of range or not targeting properly

As much as I hate to have to say it, I think you need to start searching for a new provider if that's the ping you are getting before blaming it on the running speed "fix". I actually fail to see how the extra 10% speed could be a disadvantage.
I used to even get that with my ultimate not firing off before the increase i think it's actually pretty common and I get around 90-110 ping.

This irks me
Drag force depends on area exposed to the direction of movement. Just like how a parachute slows you down, except on a smaller scale.
Also, if you hold your weapons out, arms stretched out to the side (I don't know, if you're going to use Steel Tornado or something like that) you're going to have a hard time spinning quickly because of an increased moment of inertia.
So it matters on how you're holding your weapons. Although it really shouldn't matter in ESO
