It depends on how you define "endgame", but I don't think it is equivalent to "max level". In any case, ZOS never used that terminology, and there's no denying the trials are on a difficulty level all of their own. Normal trials are harder than every normal dungeon, and Veteran trials are much harder than even the hardest DLC Veteran dungeon. Even nMoL is more challenging for PUGs than most Veteran dungeons.
That said, I would very much like to see them tweak the drop tables somewhat and remove Training/Prosperous from the vet-mode loot table; I don't care if they leave it in the normal-mode loot table. My definition of endgame is basically the literal end of the game. I suppose in many ways ESO isn't going all endgame but it can certainly feel like it to many. No they have actually acknowledged that those are "endgame" places and that is why they are removing those Traits. Yes it should be in Dungeons too (but not Delves) but alas I guess we cannot have everything... ✭I just wish they would weigh the Traits in favor of Reinforced and Well-Fitted, rather than Training and Prosperous. I don't mind them dropping, I just dislike them dropping so much.
