there's a reason it only drops in the starter areas (although you could debate there is no such thing anymore in One Tamriel).. it is meant to help out new players, and for new players that are leveling, training can be useful

I've had a ring drop in arcane. While the non-jewelry pieces of it that drop from random mobs and chests may all be training, the pieces you get as quest rewards for completing quests on the starter islands are in various different traits.
That aside, whether this set is useful at all for max-level characters is completely irrelevant when determining if the set is useless, because that's not who the set is meant for. It's intended to give a boost to brand spanking new players, and it's great for that.

What's the point? Armor of the "Trainee" does not have to drop in TRAINING AND HEALTHY WHEN CP160!!!

Nonsense. It's a training set. Says so in the name. And as you mention, it's a powerful set, which is exactly why it should only be available in Training. The tradeoff for having a set that gives such a large bonus is that it's restricted to the beginners for which it was intended.

Having 2 training pieces is not the end of the world, since I was forced to play with 5 sturdy necropotence for years. But it's still a bit sad

But the more possibilities of having traits that are useful for end game purposes, the less often that the low level players, who are the target players of this set, will get drops with the traits that are immediately useful to them.For example, divine would be nonsensical since there are not even any Mundus stones in the starter islands.
The real solution for the trait roulette would be the ability to re-trait through crafting. But until we have that, at least this set has a better chance to drop with traits that are good for the target group of players - it's a step in the right direction. Making it drop with any and all traits wouldn't be.
The mace and tunic is quest rewards, they hold the original trait that dropped prepatch, like ratsplatter mace you get for clearing out the rats in kenarthis roost.
No. If you read my post earlier in this thread it comes in various different traits from different quest rewards. The dropped pieces that come from mobs and chests are all training. The pieces that are quest rewards are different traits, depending on the quest you got it from. Probably about half the quests on the starter islands give you trainee pieces.

And this is exactly why the trait should be locked as Training. They can either leave the stats on this set as-is and make it useful for newcomers and lock the trait at training to discourage endgame players from taking advantage of these large stat bonuses.This set is a strong set at all levels.
Players at higher levels and capable of theory crafting could use this to make some very I tersting buid combinations.

@Dracane here are the quest rewards, all of them are part of the trainee set. There are quests in kenarthis roost, stros mkai and all other starting areas.
