Certainly not the announcement I think any of us were expecting (personally I'd have liked to see news on housing/barbershop/next two DLCs) but still, sounds great for new players and those of us who'd like to group with friends in other factions. Two concerns though:
- I hope this isn't the 'only' focus for the remainder of the year - in lieu of actual content.
- I hope they either rework the main alliance narrative quests to factor in the changes, or keep those specifically gated behind linear quest completion so that the story pre-Cadwell continues to make sense.

They aren't giving away skill and stat points. Matt F specifically mentioned this.
It's just opening up the world....nothing more or less.
Peoples behaviors will continue but now ppl can group without some existing restrictions.
Imagine each town regardless of you're starting faction, being a hub.
Imagine guilds being....Guilds.
This basically sets up the game to be what it should've been day 1.
An open sandbox and while I know ppl don't realize how much good this brings, even if nothing else is changed in the fall, this announcement is the best thing. I actually would've preferred this over the silly VR to CP conversion but not to be confused. Levels 1-49 matter still

It kind of makes me wish that they would communicate with us a bit better about their longterm plans for the game. I mean this is all fine, but I'm kind of getting sick of major changes. I'd like to feel that I had some grasp on what they were going for over the longterm. If they know themselves that is.
We've already announced our first two DLC game packs / Updates in 2016: Thieves Guild and Dark Brotherhood (Q1 and Q2, respectively), and will be working on much more in 2016, including a major change in how world zones treat player character levels.

They're literally reworking levels 1-VR10 (cp110) zones and scaling the whole world.
That is content unless you've completed every quest in the whole game which I'm sure VERY few have.
I have to wonder, remember what happened to the server when they tried to invite everyone to the same spot for pictures, but it was one per alliance?
Now all alliances will be together for the picture?

I will miss a quiet Khenarthi's Roost in Cadwell's Gold. Sometimes it's nice to get away from the maddening crowd.

They did it on each alliance, and I tried with a character on each alliance, and my game crashed every time. I didn't get into a single picture, because my game kept crashing.
So once this happens I guess I can say goodbye to being able to do stuff in Deshaan on an AD or DC character.
