Unfortunately that idea has been nixed. That was the original idea but they've since decided not to move forward with the Enforcer system, which would have enabled players to go after other players with high bounties. People think it would have been easy to griefers to mess with low level players and people who aren't proficient at pvp. Honestly, an easy work around would have been to only make players who were KOS by the guards killable by other players. That way the good criminals would get away with their crimes and keep a low bounty, whole bad criminals get caught and killed by guards or players. But no point talking about whats not happening now.

No thanks. After my experiences in IC with gankers, if your suggestion actually became part of the game, I'd quit unless ZOS gave me some way to opt out of that type of PvP.

I imagine someone must have over 100m at this point. A number of people just grind NPCs daily for champion points instead of regular mobs. I didn't play for 7 months, however when I reinstalled and logged in again sadly still had 26m bounty remaining. Back then, I was hoping to participate in the PVP justice system on the criminal side.

Similar to how chickens could bear witness to a crime and incur a bounty in Skyrim. I do wish if you killed an npc with no one else around that you wouldn't get a bounty, or at least make it go away. I know you can get away without a bounty if you one shot them, but that shouldn't be the only way.
I do hope they let us use poisons when the DB comes out so we can reverse pickpocket poison onto them. Another way to kill npc's.
Skyrim is why I don't trust chickens. I actually found a place where there are roughly 40 npcs to kill with zero guards around to stop it. The only issue I have with it, is that whenever I attack the npcs, most of them do not even move. It is as if I am attacking a target dummy.Vivec's Antlers, there's only 2 guards around, 1 posted at one of the entrances to the area and one that patrols a very predictable route
