Unfortunately that idea has been nixed. That was the original idea but they've since decided not to move forward with the Enforcer system, which would have enabled players to go after other players with high bounties. People think it would have been easy to griefers to mess with low level players and people who aren't proficient at pvp. Honestly, an easy work around would have been to only make players who were KOS by the guards killable by other players. That way the good criminals would get away with their crimes and keep a low bounty, whole bad criminals get caught and killed by guards or players. But no point talking about whats not happening now. :/
Or they could make a toggle button for the pvp part lol

    Hey there... umm.....

Heard you were looking for the best place to kill yourself some Elves. Hah hah... hah... so yeah, I might be able to help.

I've grown to become somewhat "Wanted" by guards across Tamriel. It's has been months since my last killing... yet I find it'll take another year or longer before I can truly slip under the radar again.

If you want advice, you first need to dress like this:

Then you must travel north of the Aylied ruins of Torinaan. A lighthouse awaits you among the cliffs, like a beacon. Happy... gold making

The ony time I murdered a NPC in this game on my main was when I was stealing stuff in a house in Wayrest or Daggerfall (one of the DC cities [Im AD]) and I could not leave the house because they caught me. All they did was punch me so their hits did 0 damage so I had to kill them. I even had to turn prevent attacking innocents off.

The other time was doing the area quests in Reaper's March on an alt. Apparently one of the combatants is flagged as a murder when killed. Wonder if that ever got fixed.

Oh, and the very first time (an alt) was right after the justice system was added and I was trying to do one of those brawl with NPCs quests and I hit a random NPC that wasn't even fighting and one-shotted him.

25 million gold? Lore wise that might even be a larger sum than the whole economy of Tamriel in the 2nd Era.

    For DC,

Go to At Tura Estates in Stormhaven. You can pick pocket and kill till your hearts content, many NPC's there and great $$$ made from their items.

Coldharbor is where I sell my goods and access the guild bank etc, no guards which is nice  I would say they added it for the sole purpose to give those of us who enjoy a good slaughter their due fun. What they should do next though is make a justice system where we can actually kill all guards but other players can choose to attack us for the massive bounties on our heads (mine is currently at 365,000). Turn players against players, I am sick of these invincible guards I rather be facing players. At the same time bounty hunting may become a great way to make gold!

No thanks. After my experiences in IC with gankers, if your suggestion actually became part of the game, I'd quit unless ZOS gave me some way to opt out of that type of PvP.

They decided not to do that system anyway. I think a better idea would be to introduce bounty hunter npc's which can come and hunt you down once you get to a certain level.

I have been enjoying killing the peaceful worshipers at Temple of Two Moons Dance in Kenarthi's Roost. Low guard populace and fairly quick respawn rate. Plus the added benefit of killing those who can't protect themselves. Don't worry, most of them are high on skooma or life or something and dancing and stuff. They died happy people.

I imagine someone must have over 100m at this point. A number of people just grind NPCs daily for champion points instead of regular mobs. I didn't play for 7 months, however when I reinstalled and logged in again sadly still had 26m bounty remaining. Back then, I was hoping to participate in the PVP justice system on the criminal side.

If my math is correct, it will take somewhere around 6 years to go away unless I get the Thieves Guild passive. I use Coldharbour or Cyrodiil for crafting and guild bank, and it's a bit of an adventure sneaking past the guards to visit the respec shrine in Mournhold :p . Also was tragically murdered by law enforcement once in the middle of my pledge of mara ceremony.

Can't participate in many quests that take place in populated areas but that's not a big deal. The main one that has been inconvenient is I can't start crafting writ quests because you need to speak to an NPC quest giver at the Mage's Guild in Stonefalls and there are three guards inside.

I am sure they will set up some kind of system, it is probably going to be npc based meaning bounty hunters that come looking for you etc and not player based.

Similar to how chickens could bear witness to a crime and incur a bounty in Skyrim. I do wish if you killed an npc with no one else around that you wouldn't get a bounty, or at least make it go away. I know you can get away without a bounty if you one shot them, but that shouldn't be the only way.

I do hope they let us use poisons when the DB comes out so we can reverse pickpocket poison onto them. Another way to kill npc's.

Couldn't agree more. It would balance out the loss of Dark Cloak as a dispel in the upcoming patch by giving everyone but especially nightblades poisons. Plus as a rather well known alchemist selling wise muahahahah. That would be a fascinating addition to the game and the games economy. Then again now Nightblades will all be running crit cloak sighhh...

I actually found a place where there are roughly 40 npcs to kill with zero guards around to stop it. The only issue I have with it, is that whenever I attack the npcs, most of them do not even move. It is as if I am attacking a target dummy.

I would except the main point of this grinding is the drops from the bodies not the bounty itself, if I farm anything on the covenant I wont get any loot at all because I am to high a level to receive much loot. While farming in anything veteran level is ideal so dominion, pact, and dlcs!

since I am getting a lot more love on this post I am going to post my suggestions to the dev team here as well. Check it out guys!
    1. There is no outlaws hideout in Coldharbor, I understand lore wise and common sense wise for this however it is extremely annoying having to travel to several different locations just to get my daily selling done, both legal and illegal.
    2. You cannot access your guild bank from the moneylenders aka bankers in the outlaw hideouts. This is extremely irritating. I all ready have to deal with the fact that I cannot have more then 2k gold on me at all times simply because if I make a mistake and a guard kills me I then lose all of the money currently on me (I lost 190k a few days ago while afk in stealth, my fault for being in the middle of where guards walk but still).
    3. There are no titles, no infamous rewards, nothing for those of us who live outside the law. At the very least I would of loved having bounty hunters come after me, Whether they be npc or player wouldn't matter to me.
    4. Guards should not be invincible and here is why. First off it makes no sense lore wise obviously. Secondly, it makes no sense game wise or questing wise for then one has to think "wow one guard could of done everything I did while questing in game and not taken a single damage point." Lastly, as someone who is going to always have an extremely high bounty, it really grinds my gears when I am killed by something I can only run from. I wouldn't mind there being more guards added IF WE COULD JUST KILL THEM!
    5. I am aware that the Thieves guild is coming out soon and that city will essentially be the headquarters for evil doers everywhere... But only if there are no guards right? Anyway if it is lawless someone please tell me! Otherwise I would love a major city where I could go safely that is solely meant for people with bounty's, especially a place where I could get my pledge quests without fear!
    6. There needs to be some kind of health bar or visible red mark X or something for guards in the game. It is sort of hard to track everyone and when you have a bounty as high as I do you need to be careful especially when traversing the major cities (back streets obviously)

Now does this keep me from killing? Of course not I kill for pleasure, but I would love to get more out of it then just a steady 20k on average sale from all of the stolen items from the looted corpses at my feet
