If our potion passive provided a 20% across the board regeneration bonus for the duration of a potion and say 15s cool down reduction it would actually be good if you used snakeblood.
The problem with Clever Alchemist for Argonians atm is that we don't proc it more or gain more benefit from it. With a good cool down reduction we actually are incentivised to use it.
TBH a cool down on potions and I'll call it quits on Arg racial passives.
