Horse training and research are my two banes, given that no amount of time spent in game can progress them faster than designed - and not only that, but they both require logging in at specific intervals to progress or one falls further behind.
Fall behind on what? If you haven't been playing since launch, you will always be "behind" someone.
And for the 'it takes time to learn how to ride' crowd - that makes zero sense considering player A can log in for 30 seconds once every 20 hours and pay an NPC and end up more skilled at horses than player B who spent hours riding a horse across Tamriel.
Pretty sure we weren't saying you had to actually "learn" how to steer the mount or that hours spent riding the silly thing mattered, just that it should take time to "learn" the skill. It's not that big of a deal… a lot of us have done it, back when bread cost a nickel and we walked to school uphill both ways.
Anyways, I can deal with the limitation - though I find the inability to even have a catch-up / stored training (e.g. can't log on for 4 days, next time you log on you can train 4-5 times) WHILE having a bypass offered for cash a bit lame.
Not a bad idea, with a limit of a couple of days or something, not weeks or months.
I'd love to see something like stored training 'points' when offline (like Enlightenment), in-game ability to gain skill beyond once every 20 hour (progressively higher fees / use the horse to skill up), training apply to entire account (or even being able to pay once on one character for all instead of watching loading screens to cycle alts to 'train' horses).
Training your account to ride… no. Just no. Sharing dyes account wide is one thing, training? No.
As for all at once… what the heck for? It's a game. An MMO which by it's nature is designed for "developing" a character, leveling, training, experiencing... Slow your life down a bit and enjoy it.

If you don't just grind your char to VR16 as fast as possible and play the game the way they designed you to, then this wouldn't be nearly as much of a problem.

Rapid maneuvers can be unlocked after only a few hours of play.
Also OP is incredibly flawed because most people actually do something for those 2080 hours of work. To just log in and upgrade your horse is probably 4 minutes a day for 120 days, which is only 12 hours. 0.5% of 2400. 0.58% of 2080.
Statistically negligible amounts of effort relative to what it's being compared to.

They have stables in Cyrodill, takes like 30 secs of your time… and it's 60 per skill so more like 120 days.

I don't have many experimence in pvp, so I don't know much is mount upgrade important, but honestly making thing easy would take all the fun (and feeling of accomplishment) out of it.
I got a feeling that nobody enjoys the game here.

Heh... I like that this game isn't just a quick leveling system. I'm just now getting to the point where two of my characters have maxed mount skills. Besides, a slow ride through such a beautiful game is entertaining as well
