Well, you would know when it hits the PTS, so that's a little bit of lead time. And sometimes they mention changes on ESO Live before the PTS. Not sure if it will ever be sooner than that. Hasn't been for any of the many other set changes.Hear me out please.. (I doubt I am alone on this)
I play ESO a lot, at least from my perspective it seems like I play it too much. I am on console and it hasn't left my console since release last June. In that time I have grinded two characters to V16 and also have two others on the up and up. Anyway, to the topic.
My main was a stam NB (only stam class I have), in which around October I was able to earn enough mats/gold to make him some V16 Hundling's Rage. Since then the grind has continued and just recently I have been able to acquire enough mats/gold to make my magicka Temp some gear. I chose to make Kagrenac's Hope as it seemed like the best utility set for a Templar. This cost me close to all my gold and stones to get everything i needed to have a buddy craft this set for me. I am enjoying it so far, my stats still suffer some cause I don't have enough money left over to pay for gold tempers/etc. but I am doing fine and it's a huge QOL improvement in game.
Yesterday, I was in Cyro with my buddy and he was telling me there were rumors of Kagrenac's getting changed in an upcoming patch, by taking the spell damage bonus out. This would absolutely destroy my moral to keep playing my Templar, I simply don't think I have the will to grind for more gold and mats especially considering I still don't even have enough to max out what I already have. I would think many more would be in my situation, and have spent more than likely several months/weeks grinding tel var and hustling just to make/buy gear, and if said gear gets nerfed then there will be many that will just drop, cause the grind is just so much.
In short, please be mindful that if you are planning on changing sets in the future, you also need to understand that the uptick in crafting V16 sets has completely changed ESO's economy for the worse and added to the grind. Some people simply do not have the time or hustle to have/make/buy 2+ max sets of gear.
Would be nice to know what's coming ahead of time so we as in game consumers/investors can make informed decisions.

This is part of the game. Expect to decon your Legendary gear every couple of months. This is how ESO worked for the last 2 years.You get your gear to legendary and enjoy it while it last... then do it again.

For crafted gear, the solution is simple. Give crafters the ability to change the gear they make. I am not holding my breath, but it would be nice. I have a gold Kagrenac set that I would love to be able to change some traits on. I have a few Gold Night Mothers pieces that I would like to be able to change to something else as well.

I appreciate the advice (insightful for me!) and will make sure I do the writs, but don't they require V15/16 mats, which are part of the problem?

I agree with the others that have said, Kagrenacs probably isnt going anywhere. It's nice for healing, but not the meta for anything. I run it on my Templar, but only because the Spell Power Cure RNG gods hate me. I have 5 shoulders...

Hold your *** kid. You heard a rumor from a friend and you are already walking down the street with a pitchfork and lantern?
If you have 2 v16 toons and are struggling to gear up to V16 then the game is working as intended. If it takes you 1-2 months to aquire mats/gold that's your own fault.
TL:DR don't believe everything you hear/see

The cost to create gear now is different than ever before, the consequences of something like that would be a lot bigger than ever before as well. That's my only thing. Even though yes I am QQ'ing over a rumor the same goes for pretty much every set, if they nerf or change a set to uselessness now the cost to re-gear is insane.
