Thanks for the acknowledgement. I hate to read into "fixed or improved," but are Templars getting a bit of extra attention aside from fixing bugs?

Yes, but the same can be said for all classes. Along with bug fixes, there are some tweaks coming to a handful of abilities for each class (including Templars).
Gina added feedback in this thread: http://forums.elderscrollsonline.com/en/discussion/234362/templar-issues-thread/p1
Including hints on what's coming.

Hey guys! We’d like to give you an update on some of the abilities called out in this thread as potentially broken or not appearing to work as intended. Note that this list is not all encompassing, and also keep in mind that many class abilities will be tweaked and re-balanced in the next major update.
Biting Jabs – No 140% bonus on shields
If you are fighting a single target, the 140% damage is calculated against that enemy at once. If attacking a shield, the shield does not have mitigation, whereas a player character does. This may be causing some confusion, but in our testing, we found that every hit of this ability was doing the appropriate amount of damage.
Burning Light – The proc chance appears to be lower than 25%
There’s currently a half-second cooldown on this ability so when using a fast attack, such as Puncturing Strikes, it will not proc twice in a row. Also note that we’ve balanced the DPS of these abilities with this in mind.
Dark Flare – Initial cast has a delay compared to subsequent casts
Subsequent casts can appear to be slightly faster if animation cancelling is used. If there are other issues that don’t appear to be tied to this, please let us know.
Eclipse – Ability occasionally doesn’t function, and single target skills (like Crystal Frags) can occasionally get through
There are some improvements being made to reflects, and specifically with Eclipse in the next update, so this should be addressed at that time.
Enduring Rays – This passive appears to be lowering the DPS of other Templar Skills, such as Backlash
This is actually currently working as designed, though we do agree that this makes taking Enduring Rays somewhat of a nerf to Backlash because it will take longer to explode. We have considered making this passive not affect Backlash, and have a slight redesigned planned to Backlash specifically for the next update.
Master Ritualist – Soul Gem is not always received
There is only a 50% chance of receiving a Soul Gem, so unless there is additional information, this should be working as intended.
Puncturing Sweep – This ability doesn’t break stealth or cloak
This is tied to a larger issue where stealth is causing the target to dodge some abilities, including this one. This should be addressed in the next update.
Radiant Destruction
You don’t always get the execute bonus
This will be addressed in the next major update.
Ability effects will occasionally get stuck to corpses
This is bugged internally, and we’ll work on getting it fixed.
There appears to be inconsistent damage
The total damage listed in the tooltip does not currently match the total damage output; this will be fixed in the next major update.
Toppling/Focused Charge – Global cooldown appears to be broken
This should be fixed in the next major update.
As mentioned earlier, there are many tweaks being made to both active and passive abilities in the Thieves Guild DLC including Healing Ritual, Eclipse, Sun Shield, Vampire’s Bane, Radiant Aura, Restoring Focus, and Breath of Life to name a few. While we aren’t quite ready to talk about all the changes and details, we did pass along all your feedback in this thread (among others) and we look forward to seeing what you think once this is available to test on the PTS."

That's it... you guys are off you rocker.
A BUG FIX that has been around for the majority of ESO's life is not getting fixed in a patch or a hotfix BUT WITH THE NEXT DLC!!!!!
I want to swear so bad right now.

@ZOS_GinaBruno Will there be any overhauls/replacements like was done a while back with Radiant Destruction, or will it only be tweaks to what is already there?

In other terms, should we go ahead and roll Nightblades now?

I have used Toppling Charge when I am on my Templar and have not had it create this type of issue... is it possible it may be the addons people are using? I do have some delay issues with the charge, but that is every charge.... even the 2h chrage cause some short delay issue when first used (this needs to have the animations tightened up).
I use LUI for my health bars and I do not use an addon that changes my action bar. Possibly AUI or another addon that changes the action bar is to blame for this lockup?
Honestly for the time being, my templar is just being used as a healer for daily pledges, my new magblade is 100000x easier to play, quite literially everything feels like it's taken a notch down.
Get this guys, you won't belive this, all the freaking skills work, and and all the passives work really really well together !
Magiplar missing out on the usefulness of balanced warrior? Pfft magblades get base hp and mag bonuses.
The better part is in exactly the same gear as my templar, my magblade has 200 more mag regen and 50 of the others more, the same max magicka, and a ton more health.
My magblade is imperial. My templar breton, so even with a non magicka race I get the same max magicka, and more regen, and more hp and stam.

Pretty much my feeling. when i do bother to play ESO I've been leveling a mageblade. I'm still like level 10 or so but the skills work so well together at this level I can only imagine life at v16. Its like winning the lotto. Its like someone actually designed the class, rather then coming up with a bunch of skills. They have more duplicate buffs then Templar has buffs.
Still isn't the same for me though. I love the Templar class. It fits me like a latex glove, but it also performs like on the battle field.
Seriously all they have to do is rework soft caps, make them a way to limit everyone's power, we won't have sorcs running 56k dps, we won't have 30k bol, we won't have 65 (I think without emp) tanks, and we won't have insta gib nb's
They need to simply sit down, get a few template builds and adjust soft caps so that literially every build has a limitation, and stacking magicka/stamina etc isn't the best way to play the game.Honestly for the time being, my templar is just being used as a healer for daily pledges, my new magblade is 100000x easier to play, quite literially everything feels like it's taken a notch down.

Honestly it's the same for me, templar is my identity, whenever I play any mmo/medieval type game I play a paladin, wearing heavy armor,a sword and shield, with magical powers to supplement myself and others.
This is exactly what a templar is, but it's sooooo so so poorly atm, it's just made me depressed being a healbot.
Like I said magblade is a well put together class, you can honestly see how just about all the skills work so well together, and complement each other.
My templar I struggle to chose what skill is actually worthwhile using, and what works, my magblade I simply can't chose as they all work so damm well
