As a solo PvEer, I always look forward to the madness that is Cyrodiil and trying to survive to run the delves/collect skyshards/do quests/dolmens etc. If you get ganked, then go to a low-pop campaign and know that if you run into opposition then you'll know they're most likely one of the very, very few of that alliance on the map.

What he says is correct for the server he's playing on. 2 guild mates of mine leveled from 10 - 50 by doing pve on Azura / Spellbreaker (which are the more populated campaigns) and rarely got killed. But maybe rumours are true and people on other servers enjoy annoying other players much more than those on pc eu.

Then learn that they're there and signal for a group in chat, or just don't go there in the first place.
