You need to push for higher HP so FOOD and everything into HP for glyphs and gear choices that would increase your HP.
Most builds for stamina/magicka push for 20k at a minimum HP. A Tank build needs solid regen and high HP pool.

When doing that boss, I always make sure I have a damage shield on to help absorb the damage that will come. I still don't know why exactly the boss sometimes does a lot of damage, and sometimes less damage, but in any case, going in I know that it's capable of oneshotting people.
I wouldn't say a tank *needs* to use food for at least the easier group dungeons (non-IC ones), one can use drinks as long as one still makes sure one has enough HP for tanking.
