Its seems that in order to "keep long term health of game" ZOS new policy is to ignore any feedback from players that are actually being targeted by nerf/game change.

Your PvE skills and champion points are gone. Period. You get a PvP set of them. Optionally have no Champion points and then it boils down to skill when facing someone else and not how many mobs you grind.
I have spoken with my wallet regarding this change. I don't buy into this Near and Dear to our hearts nonsense change with no explanation other than it's not fun. Who can stomach this garbage anymore? Blizzard Entertainment tried a similar stunt with Diablo 3 after it came out. They said breaking pots and finding legendarys wasn't fun, but what it really was, was an effort to curb bots that were farming nothing but breakable pots for items to sell. It had absolutely nothing to do with fun factor and everyone saw through the laughable smoke screen. Shortly there after they nerfed the crud out of the popular gear pieces (Increased attack speed), because too many people were using them and not enough were using other pieces. So to bring them on par with the unused pieces they made the popular pieces worthless to promote build diversity. All of this occurred under the pretense that what was popular wasn't actually fun. So in our case blocking isn't fun just because Eric Wrobel said it wasn't fun. Good to see 1 person has so much influence and power to change a game and mold it around his ideals of fun. Sickens me really.

Alright I'm going to make a thoughtful post on the topic, first off I'm not a tank, I have tanked content before I know how it works and the fundamentals of tanking . Secondly, this update is for the AvA / PvP player yes we know it's been said and it is fairly clear, block casting has been a persistent problem in PvP I can agree with that as I've been heavily into PvP recently. Coming across a Dragonknight or a Nightblade who has made a spec for block casting with high damage is an extreme cheese build of 1.6 and you're right it's not engaging at all.
However lets go back and have a discussion about tanking in PvE, a tank is there to hold agro or as ZOS calls it hatred, and lets get something straight, a tank is all about defense and needing to manage resources, needing to hold block. Update 6 changed a lot of things with the champion system removing the proper rules for tanking, that I can agree on but honestly the only people who adapted to that playstyle was the top 1%, I still see people failing VDSA/Trials and wiping non stop on Round 10 on VDSA.
I felt that tanking was exactly how it should have been in 1.5, 1.6 has ruined it and you tried to bring it back with 1.7 crippling tanks and ruining stamina regeneration, it's a nice concept for a fix in PvP but in my honest opinion ZOS this change will be good for the game, but you need to think about the players who are not in the 1%, I really feel like this is going to bottleneck PvE players and put off tanking. I feel like this is something that should ONLY apply to PvP Battle Spirit. Or at least increase it to 50% Stamina.
Just my thoughts, I would love to see some sort of adjustments @ZOS_RichLambert

Pretty much this, but i guess we have to live with it now. They had a whole month to test things, but yet they even tried a single adjustment.
