A speed test as well as a ping test would show that your speed is slow if the Win 10 thing was the issue. Not sure about a speed test but a ping definitely. The way Microsoft is running Win 10 is complete bs though, using your computer as a file server for Win updates really is *** even if you can disable it. You guys should look that up btw if you have no idea about what I am talking about.
Back to ESO, nice how the UK server is fixed (you know the one that has been working the whole time) but the NA server still no workie. Thanks alot for that ZoS.
A speed test, or a ping is sending a small packet of data out to be returned to determine optimal speed, it doesn't show actual usage speed, it can however be found in your modems bios address, most keep a log but requires an admin password to view, which can he found in modem manual

if you are not a beta player then you dont get to play with the monkey.
Why don't you let the people who make those decisions make those decisions, and let the upset customers express what they feel is compensation for the issues.
