Not sure, when I shop I search list all items, then sort by price, highest first.
Yeah, that seems to be the only way to get them to show up. I'm guessing it's bugged? You would think something this new and hot on the market should be easily found through Alchemy or Recipes. Perhaps this is something @ZOS_JessicaFolsom @ZOS_GinaBruno could look into.

Dru1076✭✭✭✭Done writs every day since this was added. No fragments. Lets face it guys... We without a small army of alts are supposed to buy these boosters in the crown store or from people who DO have a small army working on this.
I wish they could bump up the drop rate a little for those with only one character doing the writs. But I guess they would be unfair on those who already have 3 or more times the chance I have. Dru1076✭✭✭✭I'm gonna stop reading this thread now. The figures shown in here are just depressing. Whoever came up with this idea of putting these things only in the writs did a great job of making sure lots of people will never be making them for themselves. I think I'll just play the game and do my best to pretend I never heard of these in-game gold xp boosters. If I think about it too long, I'll end up buying Witcher 3.
It is encouraging, however to see prices approaching a more affordable level, though.

Kind of agree with Dru up there, it'll be easier to come back and post if/when I ever do get a fragment.
I was afraid the drop rate would be abysmal to encourage buying in the Crown Store instead. Sure kind of looking that way.
