Yeah, the 4/4 is entirely irrelevant for finding fragments. The odds aren't based directly on your character's provisioning skills - they're based on the level of writ that you're completing. I've not done the math but just eyeballing 1/20 seems a ballpark guess.
In order to get the highest ranked writ you need to be VR (because otherwise you won't get a writ that requires you to deliver it to Craglorn), you need 50 in provisioning (because otherwise you won't be able to meet the next criteria), and you need 6/6 in recipe improvement. Having anything in recipe quality makes absolutely no difference to the rank of writ that you get, so it makes absolutely no difference to the rewards you get from the writ. All of the fragments I have received so far came from characters doing max level writs who hadn't put a single skill point in recipe quality. Also you might want to consider averaging 3 different characters who have gotten ten fragments each for your median value.
It's not that you "must have" those characters, it's that the best chance of getting the recipe would need that. It's not quite the same thing and you would still be at the mercy of RNG. Even with your evaluation of 1 in 20 that means a minimum of 2 to 3 writs each, just for a chance that one of the eight alts get a scrap. lol that's actually exactly why I'm trying to get the recipe... I'm always over-leveled for everything myself, and I don't really care about using the recipe to make money by selling the drinks. From my POV I'm not actually interested in using them. My characters usually level beyond the region there is anyway, but my OCDness says "must have recipe!". But thanks for the offer.

New players, the ones who need it the most, are getting the raw end of this deal. Further, programs that negatively impact new players causes the ratio of new players the quit the game to worsen. This is bad longterm policy for a game that seeks longterm growth. Maybe not for short term cash grab...as a player I want to see good longterm strategy so I can enjoy the game longer.
I couldn't say how he's doing it (it's most likely what you've guessed: that he missed one the previous day), but for myself if I wanted to I could be doing 16 provisioning writs per day, because I've got 16 characters across 2 accounts. 8 of those writs would be minimum level, though, so I haven't been bothering with doing any on my second account. Although I guess I could level up the provisioning on those characters... None of them is VR1 or higher, so I still wouldn't be able to do max level writs, but I could get them to rank IV writs...Faug, how are you doing 9 more writs? 'less o'course you missed one yasterday

Its not New Players who need this the most, its people who are making new characters. Yes, this can be one and the same. However the game is set up so that people usually end up over-leveling content during the 1-50 phase of the game. It is the Upper 40's and VR Ranks where experience gain increases start to mean something worthwhile.
