Yeah, the 4/4 is entirely irrelevant for finding fragments. The odds aren't based directly on your character's provisioning skills - they're based on the level of writ that you're completing. From the patch notes:

In order to get the highest ranked writ you need to be VR (because otherwise you won't get a writ that requires you to deliver it to Craglorn), you need 50 in provisioning (because otherwise you won't be able to meet the next criteria), and you need 6/6 in recipe improvement. Having anything in recipe quality makes absolutely no difference to the rank of writ that you get, so it makes absolutely no difference to the rewards you get from the writ. All of the fragments I have received so far came from characters doing max level writs who hadn't put a single skill point in recipe quality. My dedicated provisioner who has all of the passives maxed out hasn't received a single fragment yet.

@Casdha and @UrQuan sorry was off on the 4/4 as per patch notes but my main point: New players, the ones who need it the most, are getting the raw end of this deal. Further, programs that negatively impact new players causes the ratio of new players the quit the game to worsen. This is bad longterm policy for a game that seeks longterm growth. Maybe not for short term cash grab...as a player I want to see good longterm strategy so I can enjoy the game longer.

T only qualify for one with Recipe Improvement at 6 while all of my characters are spread across the levels. The only one I might bring up is doing R.I.5 Writs, so I feel like you, MB, jealous of Ur-quan, in this instance. Considering how good RNG is to me in general though I just shrug my shoulders . Also you might want to consider averaging 3 different characters who have gotten ten fragments each for your median value.

Oh, and for the record, once I've got the entire recipe, I'll happily craft the drink for you @Woolenthreads or any other guildies who want it, as long as you provide the mats for it. But please don't send me any mats for that until I do have the entire recipe

From my POV I'm not actually interested in using them. My characters usually level beyond the region there is anyway, but my OCDness says "must have recipe!". But thanks for the offer.

It's not that you "must have" those characters, it's that the best chance of getting the recipe would need that. It's not quite the same thing and you would still be at the mercy of RNG. Even with your evaluation of 1 in 20 that means a minimum of 2 to 3 writs each, just for a chance that one of the eight alts get a scrap. Most of us probably have only 1 or 2 R.I.6 alts so the necessary number of writs rise to 10 or 20 days of writs.

lol that's actually exactly why I'm trying to get the recipe... I'm always over-leveled for everything myself, and I don't really care about using the recipe to make money by selling the drinks. I just want it because I want it!

Is this designed to be so difficult to get that you finally BUY them from the crown store? Sure seems like it to me or the drop rate is broken.

Its not New Players who need this the most, its people who are making new characters. Yes, this can be one and the same. However the game is set up so that people usually end up over-leveling content during the 1-50 phase of the game. It is the Upper 40's and VR Ranks where experience gain increases start to mean something worthwhile.

Some are selling this stuff in Zone Chat for 6K, I might buy a bottle and see what the effect is. I can't imagine it will help all that much.

12 max level provisioner writs, 1 recipe frag. Got one the 1st night, none since. On the other hand, I've gotten 24 Frost Mirriam in that time.

12 max level writs done so far as I'm chasing some missing L20 and L25 blue recipes on most of my characters, 3 fragments... I guess I was lucky?

I couldn't say how he's doing it (it's most likely what you've guessed: that he missed one the previous day), but for myself if I wanted to I could be doing 16 provisioning writs per day, because I've got 16 characters across 2 accounts. 8 of those writs would be minimum level, though, so I haven't been bothering with doing any on my second account. Although I guess I could level up the provisioning on those characters... None of them is VR1 or higher, so I still wouldn't be able to do max level writs, but I could get them to rank IV writs...

Does anyone know what filter these things fall under in the Guild Stores? They aren't listed under provisioning recipes or alchemy... where you would think it should be listed....

I begged and begged and begged for slots in the crown store for rp and nothing so now I've got plenty of toon slots for me...but I would been happier to have all my crown store purchasees avaliable ....but I've already bought 2 of every crown store item I wanted (then those were copied for console) hehe yeah I'm a Lil nutz

Not sure, when I shop I search list all items, then sort by price, highest first.
