For the best chances, yes, because if they're not then the writ won't be max level because the game knows they can't get to Craglorn to turn it in. You've still got a chance to get it on non-max level writs though.

Just based on patch notes. Both of the ones I got so far were on characters doing the max level writs. Mind you, 17 of the 20 provisioning writs I've done since the patch were max level writs, so it's really not surprising that I've only got fragments on them...

I'm a sub player and have received no recipe frags yet. No fair advantage to anyone except those who have multiple toons with maxed provisioning.0 -
I have completed 2 writs since launch and gotten 1 fragment.
