Tell that to zerglings, most of them have a lot of honor, especially when they chase me with 30 ppls#kitemasterRub
The problem is that these pve scums only want to pve there. If you try to challenge them, they just run away until they find more friends to come back and 6v1 you. If I actually go to the questhubs I just kill people there for ap when the map is dead otherwise.

I may not gank people at quest givers or do other underhanded things, but it'll be a hot day in Coldharbour before I try to make other people play exactly the way that I do.

Have you literally never heard the term, "If it's red it's dead"? Sorry bro, but you're in a pvp zone. Your safe zone is at your gate town. You can stay there if you want your pve experience otherwise there are no rules.

If you don't like PvP with all that it entails, please don't go to PvP zones. No to safe zones, accept the risk as part of being there.
While honor around quest givers is a lovely sentiment in theory, here is what I learned in the process of completing every single quest in Cyrodiil to earn the Cyrodiil Hero title as a PVE-er:
Gank them first or they WILL gank you!
I died way too many times trying to be nice at the quest hubs (in addition to all the times I died from just plain sucking at PVP).

It's not ruined at all. Cyrodiil was designed to be dangerous, and that means you are not safe.
You are asking for safety. There is quite a large amount of the game that provides exactly what you want.
But there is a very SMALL section of the game that provides danger.
