Sure, because arenas wouldn't make 1 vs 1 balance way more essential....right?
It's like saying PvE'ers aren't effected by PVP if they don't participate. They can not make balance changes to PVP or Arenas or battlegrounds, without effecting the rest of the game.
There's also the already low amount of players we can potentially face in Cyrodiil, more PVP modes would surely reduce this further. I know, I know, you're going to say "more people would play if blah blah and blah was added." but the point still stands that if they're not playing because they're not interested in Cyrodiil, having more players won't help Cyrodiil...will it?
Have to agree with the lag part tho.

Its also flawed logic to say well, arenas will force them to fix balance. If there is a balance issue, they should fix it regardless. You don't think small man fights happen in Cyrodiil? Just because you ball up and zerg doesn't mean other players in Cyrodiil do and why should they suffer game imbalance just to make you happy?

This game is wildly imbalanced and gets away with a lot of it through the fact that its large scale pvp. You think the game is imbalanced now, it will only be worse when its put under the microscope of small group play such as arenas/battlegrounds.
Another wildly popular MMO made the same move some years ago with the addition of arenas and the lead developer said he regretted their implementation. His words were wildly taken out of context but he was basically talking about how the expectations of a balanced arena put the game under excess scrutiny from a portion of its player base and that they could never deliver on true balance. I am saying this as a player who achieve 2700 in those same arenas but even I understood the game wasn't built around them and it was wildly frustrating at times.
That said, the way this game is designed it would be even worse than that transition. I think it would only be a detriment to this game if they added them.

No bloody WoW junk arenas and system where gear/build/smash buttons is the only factor that counts.
There are zillion games like that to choose from. Go play them and keep it away from ESO.
Nothing is more of a detriment to this game currently than the terrible Cyrodiil performance.
Nothing has driven more players from the game (well that or the VR grind, it's a toss-up).
And nothing seems more impossible for ZOS to fix.
