The guards should not KOS anyone, especially if they haven't done anything wrong. a stage 4 vamp does not automatically lose control and feed on people. There are plenty of 'bad guys' that are ok to feed on, so one shouldn't assume that the innocent are the only menu.
On the other hand, if a vamp does feed on the villagers and is seen, it should be a fugitive status and the guards attack. in that scenario and only in that would a kos make sense.
So i am personally against the guards having a kos policy for stage 4 with the current system.
I would like to see some benefit though to staying in stage 1. Forget the lore for a second and remember that this is a game. Vamps want to mini-max their stats the same as anyone else. Currently there is more benefit for being in stage 4 then stage 1.
An idea is that if they reversed the power gain so that in stage 1 you have the benefits of being in the current stage 4, you wouldn't see too many in stage 4.
I would also like it if they extended the timer from 30 minutes to an hour or two so you can grab a bite to eat then go raid, it would work. It would also be nice if there were a blood bag type option. Something to make the blood a bit more portable.

One way to implement "blood bag" thing could be to have a "occult" branch of either provisioning or alchemy or something.

As I've said before, I'll accept kill on sight at all stages when I can hunt other players and turn them against their will.

Agree. Vamps should be kos'ed and they should have the option to try and turn another player. Ending in the other player having the ability to fight the vampire or run away and if loosing have to turn. By standers should also be able to help the player being attacked by the vampire. Ending in the vampire being swarmed by the normal people.
Good idea, I would love to see a vampire try to turn a player and then get owned by 2 guards and 10 normal players.
