You may find a man who is willing to pay 15$ for that armor, but how exactly will you ensure that that same man will continue to pay an even marginal amount continually. That's why they usually have to go through methods like content exclusion or XP boosts in order to coerce him into going to the cash shop over and over. In the end, it's not about the progression of the game itself anymore, but of the cash shop.

That's usually how they end up.
