I do see my fair share of pink and purple warriors, tbh.
Not that I ever cared that much if people want to run around looking like some sort of fruit.
I saw some Pink stuff when dyes first came out but rarely since. I do see Purple from time to time in the game, but it is always tastefully done and looks good. Not that I would use purple myself, but that is more because it is not a favorite color of mine.

Are there any technical reasons this isn't being done? Are swords and boards somehow differently structured (from a programming standpoint) than armor is?

They did code weapons (including shields for some reason) differently from Armour. I don't know the details myself, but someone did say so in one of the threads about guild summits.

Technical reasons are just challenges to be surmounted by Zeinimax's awesome coders. We want dyes on weapons and shields. Make it happen Zenimax

You are making an assumption about something you know nothing about. Applying a bit of logic, there are currently a wide variety of colors and dyes on armor that don't seem to affect weapon effects. It is likely that dyes on weapons would have no affect on weapon effects.
