I have to admit, I find this mental picture rather hysterical: they can perform wonderful facial manipulation, phasing mechanics and lengthy quest lines, gloriously expansive and detailed zones, but when it comes to basic math and decimal places they go all herpi-de-derp on us.

Time to level on vet chars is absolutely woeful at the moment, I am not sure who even allowed the comment in the patch notes that suggest it is now quicker.
They explicitly say in the patch notes: "We expect this to reduce the amount of time it takes to gain a Veteran Rank."
Given that, we have to assume that this horrific XP rate is not intended. As others have speculated, something must be wrong here. Someone probably just misplaced a decimal somewhere.
