Severe Stuttering?

Recently I ran a clean install on my PC (Windows 7 64-bit), and even since reinstalling ESO, I've been getting a lot of stuttering. I am running the game on mostly max settings, and I sit around 50-60 frames per second, but moving, even in the slightest (in outdoor areas) makes me stutter to the point of un-play-ability.

I even reduced the graphics overall settings to "minimum" for kicks and giggles and found the same thing. 60 + Frames when still, large amounts of micro stuttering when moving?

What's going on here?

These are my specs:
ATi R9 290
AMD 8350 4.0GHz CPU
16GB of DDR3 RAM
1000 Watt PSU
125GB SSD (The game is installed on here)
500GB HDD

A CPU upgrade needed perhaps?

Have you closed your launcher after the client loads?

Games that are CPU heavy haven't been properly optimized. I wouldn't be surprised if that is your bottleneck.

Sure did, and increased CPU priority to High.

I'm not sure - my GPU is more than capable. I'm seeing plenty of Intel people with weaker CPUs run this game with ease... or so they say...

My CPU is also water cooled, so that shouldn't be an issue...

Going to install ESO on my Alienware Laptop I got a few years back. i7 Ivy Bridge, with a 650M - I'll report back any differences.

Not keen to drop another $300 on a CPU if it isn't the issue.

having stuttering problems rarely but it does happen..also when travelling sometimes I feel it stutters very slightly as you move onwards and things pass by..it's hard to tell though
I do notice if players get together and use skills it can get worse

My problem is VERY noticeable. It makes traveling in cities a chore. Not so much out in the wilderness though.

Riften is especially terrible.
