Same problem here, and I also think this eidetic memory buggyness is keeping me from gaining skills from skill books, where as i have not got a single skill book unlock since i have completed the mages guild quest and got the eidetic memory.
It says that I have found 0/82 skill books, but i know i got at least 25-45 before getting eidetic memory, and for sure didn't get the entire 82 listed before I finished the mages guild quest line. Maybe I'm wrong, but I stop and read EVERYTHING and it's been about 15 levels since I have got a skill unlocked from a book....
Since there is an addon that exists (Librarian) that can see which books you've read and which you have not, that tells me that the game IS keeping track of your books properly, and the problem you're seeing with the ability is solely a display issue. It sounds quite a bit like the display issue involving quest achievements that's going on right now. In that case, they specificially said it is a display issue and the data is there.

Eidetic memory now shows what you have. However, it has lost at least 50 books of mine. I was at 330 at least 3 times and now it's sitting at 280 again. I also noticed that one book in particular, Mace Etiquette, shows up as unread even though I have read it no less than 4 times since I hit VR. I'm sure that there's at least 49 other books that I've read that I haven't maintained credit for which includes Motiffs which really pisses me off.
How can this still be an issue?
I've been informed by ZOS that they consider this issue as "fixed" because, if you start a NEW character, Eidetic Memory is supposed to work. However, if you were one of the "early adopters" of ESO and aren't willing to scrap your "bugged" characters, you're **** out of luck.
I can count to potato.
