On the contrary, it will encourage people to accumulate more tickets, since they don't hit the cap so quickly. In any case, my impression is that people are mostly farming boxes and collectibles first, and tickets second.
ZOS should at least double or triple the ticket limit; people will still log in to farm boxes and get the goodies.

The point isn't to keep players logging in for one single event. It's to make it so players can't say "meh, I have all the tickets I need so I'm not going to do this event."

The Mount costs 25 scrolls ....
It is Not possible to earn the mount in a single Year WITHOUT purchasing 5 scrolls using crowns.

You do realize that you get 1 fragment per day from the gold box. That's 20 fragments right there. You only need to buy 5 fragments with tickets. So why buy them with crowns?

When you take a break from the game, you tend to not bother with game news. So returning to see the fragments in the game and I know another event will follow...any reasonable person would assume they can finish fragmentation. Well not with this stupid system. The response to have to follow up with off the game news on top of being an active player destroys the argument of taking a break if you're frustrated with the game. If I was active this year, this wouldn't have been an issue. I get punished for not being active while taking a break.
By that same line of logic.. If you're already aware that it would obviously take multiple events to complete, then it stands to reason you'd know to look into how far into the availability cycle you're in and whether completing it is a viable option.
Because the game isn't going to stop moving along while you're on hiatus. It's not like the game will pause progression until you come back.

When you take a break for months, you don't care. You come back to an event and see the fragments, okay great. You see another event start the next day and anyone would think it would extend since it cost 50 tickets.
But continue to defend this terrible practice.
Why would you think it would extend for that reason? That doesn't make sense. The collecting didn't start when you noticed. It started while you were gone. A new event would mean new stuff. So, you should look at the news page to see what the new stuff is going to be. I understand the dislike of FOMO. But event collectibles being something you get during the events they are tied to makes sense. At least you can probably get it again next year.

It takes 5 seconds to code how long something is available for in game. Period.
If a game requires you to go off the game to play it, the system has failed.So returning to see the fragments in the game and I know another event will follow...any reasonable person would assume they can finish fragmentation.

Just because it can be done (however easy/difficult it may be) doesn't mean that it should be done. An individual player's poor planning or lack of forethought does not merit redesigning a mechanic that was put in place for a specific reason.
